Policy entrepreneurs are energetic actors who engage in collaborative efforts in and around government to promote policy innovations. Interest in policy entrepreneurs has grown over recent years. Increasingly, they are recognized as a unique class of political actors, who display common attributes, deploy common strategies, and can propel dynamic shifts in societal practices. This Element assesses the current state of knowledge on policy entrepreneurs, their actions, and their impacts. It explains how various global forces are creating new demand for policy entrepreneurship, and suggests directions for future research on policy entrepreneurs and their efforts to drive dynamic change.

The social sciences have been heavily influenced by modernization theory, focusing on issues of economic growth, political development and social change, in order to develop a predictive model of linear progress for developing countries following a Western prototype. Under this hegemonic paradigm of development the world tends to get divided into simplistic binary oppositions between the 'West' and the 'rest', 'us' and 'them' and 'self' and 'other'. Proposing to shift the discussion on what constitutes the 'Other' as opposed to the 'Self' from philosophy and cultural studies to the social sciences, this book explores how the structural asymmetries existing between Western discourses and the realities of the non-Western world manifest themselves in the ideas, institutions and socio-political practices of India and China, and in how far they shape the social scientist's understanding of their discipline in general. It provides a counter-narrative by revealing the relativity of geographies, and by showing that the conventional presentation of core elements of the Asian socio-political set-up as 'aberrations' from the Western models fails to acknowledge their inherent strategic character of adapting Western concepts to meet local requirements. Drawing on multiple disciplines, concepts and contexts in India and China, the book makes a valuable contribution to the theory and practice of politics, as well as to International and Asian Studies.

Governments today often apologize for past injustices and scholars increasingly debate the issue, with many calling for apologies and reparations. Others suggest that what matters is victims of injustice today, not injustices in the past. Spinner-Halev argues that the problem facing some peoples is not only the injustice of the past, but that they still suffer from injustice today. They experience what he calls enduring injustices, and it is likely that these will persist without action to address them. The history of these injustices matters, not as a way to assign responsibility or because we need to remember more, but in order to understand the nature of the injustice and to help us think of possible ways to overcome it. Suggesting that enduring injustices fall outside the framework of liberal theory, Spinner-Halev spells out the implications of his arguments for conceptions of liberal justice and progress, reparations, apologies, state legitimacy, and post-nationalism.

In The Rhythm of Modernization, Raul Tormos analyses the pace at which belief systems change across the developed world during the modernization process. It is often assumed that value change follows the slow rhythm of generational replacement. This book, however, reports trends that contradict this assumption in the field of values. Challenging Inglehart's modernization theory, the transition from traditional to modern values happens much quicker than predicted. Many "baby-boomers" who were church-going, morally conservative materialists when they were young, become unchurched and morally tolerant postmaterialists in their later years. This book develops a discourse theory of crisis and change in global politics. Crisis is conceptualized as structural dislocation, resting on difference and incompleteness. Change is seen as the continuous but ultimately futile effort to gain a full identity. The incompleteness and contingent character of the social represents the most important condition for democratic politics to become possible and for a theory of crisis and change to become conceivable. In this new understanding, crisis loses its everyday meaning of a periodically occurring event. Instead, crisis becomes an omnipresent feature of the social fabric. It represents the absence of ground and of social foundation, and it rests within the subject as well as the social whole.

The specific tactics analyzed here are diverse, ranging from culture jamming, sousveillance, media hoaxing, adbusting, subvertising, street art, to hacktivism, billboard liberation, and urban guerilla, to name but a few. Though indebted to the artistic and political movements of the past, this form of activism brings a novel dimension to public protest with its insistence on humor, playfulness, and confusion. This book attempts to grasp both the old and new aspects of contemporary activist practices, as well as their common characteristics and internal varieties. It attempts to open up space for the acknowledgement of the ways in which contemporary capitalism affects all our lives, and for the reflection on possible modes of struggling with it. It focuses on the possibilities that different activist tactics enable, the ways in which those may be innovative or destructive, as well as on their complications and dilemmas. The encounter between the insights of political, social and critical theory on the one hand and activist visions and struggles on the other is urgent and appealing. The essays collected here all explore such a confrontational collaboration, testing its limits and productiveness, in theory as well as in practice. In a mutually beneficial relationship, theoretical concepts are rethought through activist practices, while those activist practices are developed with the help of the insights of critical theory. This volume brings scholars and activists together in the hope of establishing a productive dialogue between the theorizations of the intricacies of our times and the subversive practices that deal with them.
