Transforming Management in Central and Eastern Europe analyses changes in enterprises in seven European countries since 1989 - Bulgaria, the Czech Republic, Hungary, Poland, Romania, Russia, and Slovakia. Economic trends have differed vastly between these countries, but nevertheless, there are common objectives, common problems, and significant similarities in developments. This book shows the continuities, as well as the discontinuities, between the Socialist and the post-Socialist periods. It argues that Central and Eastern European countries are developing a distinctive, hybrid form of post-Socialist economic system, largely dominated by enterprise managers in alliance with state administrations-politicized managerial capitalism. Privatization has not transformed management practices, competition has.

Transition in Central and Eastern Europe has led to a U-shaped response of output: a sharp decline in output followed by recovery. Most of the countries of Central Europe seem now firmly on the upside; most of the countries of Eastern Europe are still close to the bottom of the U: an optimistic view is that they are now negotiating the turn.; Olivier Blanchard, a distinguished economist who has worked on transition since its beginning, is one of the first to present a unified analysis of the process of transition. The U-shaped response of output, its causes and its implications, are the subject of this book. The text is split into four chapters. The first reviews the facts; the second focuses on the two basic mechanisms underlying transition: reallocation and restructuring; the third looks more closely at a number of issues, from; the interactions between restructuring and privatization to the nature of the labour market in transition; the fourth chapter pulls the material together in an analytical model of transition. This model is then used to discuss policy issues, from the design of privatization to the role of fiscal policy; in transition.

Professor Skendi, a native of Albania, traces the progress and setbacks of Albania's long struggle for national unity during this least-known period of its intricate history. A collection of papers produced on aspects of East European and Soviet social policy in 1990, which address issues of social policy as the countries described move from centrally planned to market and capitalist economies. The social costs of the economic changes are addressed in chapters on the social groups at risk. The problems involved in legitimating the emerging social inequalities are described, and the scope for and limitations of an active citizenship involved in the development of new social policies is considered. The diverse social interests emerging and seeking for attention are examined, and some possible future strategies for welfare are considered. During the seventeenth century Hungary's diverse population of peasants, townsmen, soldiers, and county nobles rose up against the violent imposition of the Counter-Reformation, the Habsburg military occupation, and exhorbitant war taxes. In The Habsburg Empire under Siege Georg Michels explores the little-known grassroots revolts that threatened the Habsburgs' hold over the Hungarian borderlands. Based on extensive research in Hungarian, Austrian, and Dutch archives, this revisionist study shifts attention away from high politics, diplomacy, and military confrontation to the popular revolts that took place during the two decades before the 1683 siege of Vienna. Michels reveals a complex environment in which Calvinist Hungarians, Lutheran Slovaks, Lutheran Germans, and Orthodox Ukrainians worked to defend their religion against brutal Habsburg Counter-Reformation campaigns. In 1938, on the eve of what would mark the beginning of the Second World War during the international crisis, Eastern Europe was divided - in every sense of the word. New governments, which were generally regarded as national states, rose from the ashes of the old pre-modern Austro-Hungarian and Russian empires. However, civic nations were not formed within them; the titular ethnic groups were far from being the only representing populations in these states. The new states in Eastern Europe were the offspring of wars and revolutions. Their borders were initially determined by the rights of the powerful. New borders divided entire peoples, having created the very foundation for inter-state conflicts as well as the desire to revise the established order in the region. One of the consequences of the Second World War was the revision of Eastern European borders. Still today, historians have yet to agree upon a single assessment of the eastern European events in the 1930s and 1940s. Researchers from Russia, Belarus, Ukraine, Poland, Moldavia, Israel, Germany and the USA have all contributed articles featured in this collection. The book is focused on national border changes in Eastern Europe during the period from 1938 to 1947: population transfer as a result of foreign and domestic political considerations, interethnic relationships and ethnic purges of paramilitary units; the concept of self- perception of people living on frontiers forced to change their national and civil status; and the problems of modern East European borders.

This book offers an intimate portrait of early twentieth-century Harbin, a city in Manchuria where Russian colonialists, and later refugees from the Revolution, met with Chinese migrants. The deep social and intellectual fissures between the Russian and Chinese worlds were matched by a multitude of small efforts to cross the divide as the city underwent a wide range of social and political changes. Using surviving letters, archival photographs, and rare publications, this book also tells the personal story of a forgotten city resident, Baron Roger Budberg, a physician who, being neither Russian nor Chinese, nevertheless stood at the very centre of the cross-cultural divide in Harbin. The biography of an important city, fleshing out its place in the global history of East-West contacts and twentieth-century diasporas, this book is also the history of an individual life and an original experiment in historical writing.
