En associant une méthode – les études comparatives – à un processus en cours – l’internationalisation du droit –, cette chaire s’inscrit dans l’avenir, si incertain soit-il. Certes les événements présents soulignent tragiquement l’absence d’un véritable ordre juridique mondial : le système de sécurité collective de la Charte des Nations unies a montré sa fragilité et le droit n’a pas su désarmer la force. Mais à l’inverse la force ne peut empêcher cette extension du droit, sans précédent dans l’histoire, au point qu’aucun État ne saurait durablement s’en affranchir. Il n’est plus possible aujourd’hui de méconnaître la superposition de normes – nationales, régionales et mondiales –, ni la surabondance d’institutions et de juges – nationaux et internationaux –, à compétence élargie. Ces réalités nouvelles font évoluer le droit vers des systèmes interactifs, complexes et fortement instables. Plus que d’une défaite du droit, c’est peut-être d’une mutation qu’il s’agit, une mutation de la conception même de l’ordre juridique.

Cet ouvrage est une version mise à jour et approfondie d'une étude publiée d'abord en 1972 par les Éditions A. Colin, puis par les Presses Universitaires de France en 1985. Il porte sur un des sujets les plus fondamentaux du droit international public, à savoir le droit des traités. Commentaire de la Convention de Vienne relative au droit des traités de 1969, ce livre a d'emblée recueilli un succès considérable aussi bien auprès des spécialistes que des étudiants, devenant rapidement un instrument de travail indispensable pour tous ceux qui sont concernés par cette nouvelle œuvre de codification. L'édition actuelle, entièrement remaniée, se réfère aussi à la Convention de Vienne de 1982 sur les traités conclus par les organisations internationales.
