This book examines development aid for climate change adaptation. Increasing amounts of aid are used to help developing countries adapt to climate change. The authors seek to discover how this aid is distributed and what constitutes the patterns of adaptation-aid giving. Does it help vulnerable countries, as donors promise, or does it help donors achieve economic and political gains? Set against the backdrop of international climate change negotiations and the aid allocation literature, Betzold and Weiler's empirical analysis proceeds in three steps: firstly they assess adaptation aid as reported by the OECD, then statistically examine patterns in adaptation aid allocation, and finally qualitatively investigate adaptation aid in three large climate donors: Germany, Sweden and the United Kingdom. Despite the growing consensus on the need for action to counteract climate change, complex economic and political forces have so far prevented international actors from making much headway toward resolving the problem. Most approaches to climate change are based in economics and environmental science; in this book, Parkash Chander argues that we can make further progress on the climate change impasse by considering a third approach-game theory. Chander shows that a game-theoretic approach, which offers insight into the nature of interactions between sovereign countries behaving strategically and the kinds of outcomes such interactions produce, can illuminate how best to achieve international agreements in support of climate-change mitigation strategies. Game Theory and Climate Change develops a conceptual framework with which to analyze climate change as a strategic or dynamic game, bringing together cooperative and noncooperative game theory and providing practical analyses of international negotiations. Chander offers economic and game-theoretic interpretations of both the Kyoto Protocol and the Paris Agreement and argues that the Paris Agreement may succeed where the Kyoto Protocol failed. Finally, Chander discusses the policy recommendations his framework generates, including a global agreement to support development of cleaner technologies on a global scale.

If we fail to regulate greenhouse gases that contribute to global warming, or use alternative strategies for addressing the problem, the damages could be significant, and perhaps catastrophic. After several international meetings in which nation-states have tried unsuccessfully to address the climate change problem, there is a sense of frustration and urgency: frustration at the slow pace at which countries are moving toward an international agreement to reduce greenhouse gas emissions; urgency because of the growing evidence that climate change is a serious problem that should be addressed globally and quickly. Climate change is without question the single most important issue the world faces over the next hundred years. This text develops and applies a far-reaching account of the economic value of climate, derived from its "amenity value" or the benefits which a particular climate provides to the people of that region or country. As climate change moves higher on the economic and political agendas, reliable measures of the benefits and costs of specific climates and changes to them become ever-more critical. Detailed studies of a range of countries including Britain, the US, India and Russia, show that the mobility of the population is crucial. When individuals are able to move, the amenity value of the climate is reflected in land prices and wage rates. Without mobility, amenity values emerge in patterns of purchasing, either to compensate for the disadvantages of the climate or to make best use of it. Indices are generated for the cost of living as a function of climate variables, and optimal climates are identified to determine who wins and who loses from climate change.
