This is an examination of the geographical transitions underway following the collapse in 1991 of the Soviet Union and the 15 nation-states. The author argues that central to understanding the nature of this transition are four processes: decolonization, the transition from union republics to nation-states; democratization, the emergence of civil society and the formation of social movements; marketization, the transition from Marx to the market; and globalization, the transition from withdrawal to re-entry into the global community. This transition period also represents challenges to these post-colonial states in which the nature and impact of these processes will differ, due in part to the unique nature of their societies, economies and politics. The book uses case studies and examples to illustrate the ideas and theories posited.

In order to take on board the nature of these changes, chapters have been rewritten and updated, and new chapters added. The plan of the book has also been reorganised and is now divided into seven parts. Part One provides two overviews of nationalities policy, the first in relation to the Soviet period, the second since the establishment of the post-Soviet states. Chapters three to twenty-one are divided into five parts, covering the nationalities of the Russian Federation, the Baltic States, the South-West Borderlands, Transcaucasia, and Muslim Central Asia, while Part Seven examines the diaspora nationalities. In again bringing together a large group of contributors with expertise on particular nationalities it is hoped that this book will illustrate to the reader the often strikingly different ways in which national and ethnic groups have been affected by and responded to the transition from one multiethnic federation to fifteen multiethnic states. In order to ensure continuity and the book's overall coherence, each contributor has followed a similar format. Chapters begin by briefly locating each nation within an historical, geopolitical and cultural context. Next, each nation is dealt with as part of the Soviet Union, paying particular attention to socio-economic and political developments during the Soviet period, and to relations with Moscow. Each chapter then focuses on analysing developments during the Gorbachev period (1985-91), with particular attention being paid to such common themes as the impact of the reforms on national cultures and local economies, the role of native leaders in relation to such changes, issues pertinent to fuelling ethnic and territorial demands, and the emergence and consolidation of new national organisations and other forms of ethno-cultural resistance. A final section explores the reshaping of national and ethnic identities since 1991 and how in the process relations between the national and ethnic groups are reconstituting themselves.

This text aims to examine both those federal formations where cultural differences - based upon race, ethnicity, tribe, language or religion - provide their architectural focus as well as the utility and appropriateness of federalism to managing differences in deeply divided societies. A scene-setting chapter introduces the reader to the central questions concerning federalism and cultural difference by focusing on the relationship between federation and questions of ideology, political practice and social justice. The rest of the book falls into three parts. In Part one the contributors consider those ethno-federations whose very legitmacy is under question from particular ethno-regional communities. Here the underlying reasons for federal crisis are examined and the ability of federation as a strategy of conflict management is explored. Part two focuses on the break up of socialist federations and the search in both post-socialist Russia and Bosnia to find a federal solution to their multi-ethnicity. In Part three consideration is given to multiethnic polities where federation is being actively considered as a way of managing multiethnic divisions along more democratic lines. A postscript has also been added, signalling in particular how comparative analysis can enrich our understanding of the idea and practice of federations.
