Abstract
The recent round of debate over China’s state and private economy has fundamentally touched upon whether or not China should abandon or strengthen the socialist elements within the market economy. In this paper, we argue that the debate is, in essence, a continued class struggle in the political and ideological superstructure. Then we discuss the foreseeable future of state-owned enterprises (SOEs) under current political and economic conditions. We will further propose the necessary reforms for the SOEs to move towards a truly socialist form of public ownership. [ABSTRACT FROM PUBLISHER]

Abstract
China's stunning economic performance for the past three decades was not only unexpected but contradicts much received wisdom in the study of development. Four paradoxes posed by China's record are critically examined: (a) China's traditional culture and institutions as obstacles to development; (b) the necessity of big bang comprehensive reforms to transform a centrally planned economy into a market economy; (c) the perils of state-directed economic development (especially when the state is composed of lifelong communist bureaucrats); and (d) the necessity of getting the institutions right in order to foster development, particularly by establishing secure private property rights. Reasons why China was able to defy expectations and the received wisdom and develop so successfully are discussed. The Chinese case indicates that countries cannot succeed at development by a standard cookbook approach but must tailor their development policies and institutions to their distinctive history, potentials, and limitations. Abstract
The establishment of "moral bank" is considered an original way for the promotion of moral construction; in terms of the ethical basis, it depends heavily on the utilitarian incentives to facilitate moral construction. Thus, the implementation of the policy for building moral banks is faced with theoretical and practical difficulties: theoretically, the construction of moral banks is in conflict with our understanding of virtues; practically, it will foster moral hypocrisy. Abstract
The analysis of the hypothesis about human nature entailed in Adam Smith's economic theory has cast some new light on his economic model and his understanding of the so-called "invisible hand" : the value basis of his economic model is constituted by the ethical standards and the principle of impartiality, which in his theory is actually symbolized by the "impartial spectator" that is an integration of God, the natural divinity and human morality. The impartial spectator thus has been playing a transitional role in the evolution of the economic ethics. The emergence of the theory of impartial spectator, which is a great innovation accomplished by the modem economic ethics and provides an ethical support for the sound social and economic operation in modem times, marks a significant shift in the understanding of the relationship between economy and ethics in the modem context. It is the social existence that determines the values pursued by the people in a certain society. Therefore, the successful construction of a harmonious socialist society has to answer the following two major questions: What values are to the pursued by a harmonious socialist society? And what kinds of value pursuing should be encouraged in order to bring about a vigorous society in which all its people live harmoniously through giving full play to their capacities and receiving corresponding acknowledgements? We have to spare no effort to advocate and pursue a right view on the value pursuing in a harmonious socialist society, which should be characterized by a harmonious complementation between the ethical values and the material gaining, a reasonable balance between individual values and social values, and a dialectical integration between the orientation of unitary values and that of the pluralistic values. Abstract
The Scientific Outlook on Development, advanced in the new situation in which the economic globalization is deepening and the reform and opening-up of our country has entered a crucial stage, is a significant strategic thought and scientific theory having in view both China and the rest of the world. Featuring a global prospective and vision, it has greatly enriched the theoretical system of socialism with Chinese characteristics: it has developed the thought route of the socialism with Chinese characteristics in terms of philosophical basis and essence; consolidated the development theme of the socialism with Chinese characteristics in terms of theoretic foundations; clarified the developmental path and strategic layout of the construction of socialism with Chinese characteristics in terms of the major contents; and further revealed the essential attributes and basic law of socialism with Chinese characteristics in term of the major categories.
