This essay compares a catalog that James Madison proposed to the Continental Congress in 1783 as the foundation for a congressional library with the list of books that were actually purchased in 1800 for the original Library of Congress. While one might assume that these lists would be fairly similar in scope, we found that they are surprisingly different in many important respects. After evaluating and comparing the lists, we offer a number of possible reasons for the differences.

This essay compares a catalog that James Madison proposed to the Continental Congress in 1783 as the foundation for a congressional library with the list of books that were actually purchased in 1800 for the original Library of Congress. Established as a legislative library in 1800 to support the U.S. Congress when it moved from Philadelphia to Washington, D.C., the Library of Congress - retaining its original name and primary legislative purpose - has subsequently become the largest and most international of the world's major libraries. The principal reason is that Librarians of Congress since Ainsworth Rand Spofford (1864-97), but especially Herbert Putnam (1899-1939), Luther H. Evans (1945-53), and James H. Billington (1987-), have affirmed and expanded Thomas Jefferson's concept that the Library of Congress is a national institution that should be universal in scope and widely and freely available to everyone.

Books and reading were essential ingredients in the creation of representative democracy in America. Since its founding in 1800, the Library of Congress has been part of this democratic tradition, developing a unique relationship to American government, scholarship, librarianship, and culture. Today the Library of Congress is deeply involved in the newest technological and communications revolutions. It also is committed to promoting reading and the culture of the book, particularly through the activities of its Center for the Book.

This essay examines the special programs undertaken by the American Library Association, the Library of Congress, the Smithsonian Institution, the State Department, and the Rockefeller Foundation to supply Chinese libraries with books, periodicals, and other materials during and immediately after World War II, as recorded in numerous contemporary documents from the ALA Archives at the University of Illinois. The condition of libraries in China before the war, wartime destruction of books and libraries, and the heroic efforts of Chinese librarians on behalf of their patrons and institutions through eight years of fighting are also described.

The question of a national library received much attention in antebellum America, with a number of writers calling for one to be established either at the Library of Congress or the new Smithsonian Institution. An overlooked but very influential figure in the national library debate was Maryland Senator James Alfred Pearce, who chaired the Joint Library Committee of Congress and also sat on the Smithsonian Board of Regents. Pearce's position on a national library underwent a dramatic reversal between 1845 and 1854, from advocating to strongly opposing the so-called library plan for the Smithsonian. This essay discusses several factors that appear to have contributed to his change of heart and examines Pearce's important, and hitherto undocumented, role in the national library debate.

At ALA (American Library Association)'s 1936 conference in Richmond, Virginia, librarians faced issues of professional identity, technological advance, and societal change. Meeting in the South and led by southerner Louis Round Wilson, attendees focused on the extension library service to rural, underserved areas. Meeting in Richmond, librarians confronted the realities of racial segregation and its implications for ALA. The Richmond conference launched ALA's quest for federal aid, favored by southern librarians, and prompted adoption of a policy on race, favored by northern ones. New technologies displayed at the conference offered means to transcend regional differences and enlarge the audience for public library service.

When Librarian of Congress Luther Evans resigned his office to become director general of UNESCO on 2 July 1953, the Eisenhower administration began an immediate search for his successor. Among the leading candidates were Verner Clapp, the acting head; L. Quincy Mumford, head of Cleveland Public Library; and two political scientists, Franklin Burdette of the University of Maryland, and Warren Reed West of George Washington University. After a series of problems impaired the candidacy of Clapp, the early favorite, interest shifted, first to Burdette, and then to West. After a vigorous lastminute campaign by the ALA for the appointment of «a qualified librarian,» however, Mumford received the nomination and was finally confirmed on 29 July 1954.

Convened in 1951 by the Cooperative Extensive Service of the U.S. Department of Agriculture, the Conference on Rural Reading explored ways to stimulate reading and make books more available in rural America. Bringing together librarians, publishers, government officials, and farm and civic organizations, the conference reflected the major challenges facing the library profession in the early 1950s. From a small meeting on rural reading in 1951 to a nationwide promotion of a conference-inspired paperback, The Wounderful World of Books, published in 1953, the conference mirrored the very changes it sought to address: the shift from rural to national concerns, from specialized to mass audience, from books to nonprint media.

This essay examines the political and historical context, implementation, and effects of the ASLA program and especially how it was used to fund the purchase of American books for Finnish academic libraries during the years 1950-67. In 1949 the U.S. Congress passed a law (P.L. 81-265) that transformed Finnish payments on the loans acquired from the United States after World War I into a fund. Out of the fund, grants for travel in the United States were given to Finnish researchers and specialists. Finnish institutions of higher education were given grants in order to acquire American scientific and scholarly books as well as technical equipment. In Finland the program is known according to its Finnish acronym: ASLA (Amerikan Suomen lainan apurahat, or Grants from Finland's American Loan). Today it is called the ASLA-Fulbright program. The essay describes the relation of the ASLA program to the United States, cultural diplomacy in general, and how the program influenced Finnish academic libraries. Sources include published congressional documents and Finnish archival sources, especially papers of the Helsinki University Library, its chief librarian, Lauri O. Th. Tudeer, and the Council (later Board) of Scientific Libraries.

The author examines the international rivalry between the United States and the Soviet Union during the Cold War and how ideological premises were used to bring libraries into the conflict. In the aftermath of World War II, the two superpowers were left with international hostilities that carried over into cultural institutions. Libraries served as important tools in the implementation of their respective governments' foreign policy. Instruments used in the Soviet Union were the Ministry of Culture's journal, Bibliotekar', and the Communist party's Comecon (Council for Mutual Economic Assistance). Bibliotekar' targeted public librarians and influenced them against the perceived capitalist agenda of imperialism abroad. As a result, many libraries became involved in a campaign to raise domestic consciousness toward international foreign policy. Comecon concentrated on subsidizing higher education in librarianship to foreign students, and many foreign countries, financed by the Soviet Union, joined in the campaign. The United States was limited in ways to influence library collections. However, the Foreign Agents Registration Act enforced by the U.S. Congress was one way, through U.S. Customs, to stop the flow of Soviet materials into the United States. Another way was through the United States Department of State Libraries (USIS), controlled by the United States Information Agency (USIA). Overseas USIS libraries were forced to support American foreign policy. McCarthyism in America and socialism in Communist countries had a large impact on political agendas. Consequently, political philosophies developed during the Cold War curtailed national library activities and by the same token affected international foreign policy.
