Reviews two new editions of the poetry of Pablo Neruda, who won the Nobel Prize for literature in 1971, a prize that had been turned down by Jean-Paul Sartre, on the grounds it should have gone to Neruda. The massively flawed, `Canto General,' translated by Jack Schmitt; `Elemental Odes,' bilingual edition, translated by Margaret Sayers Peden, good at using unobtrusive rhyme in unexpected places, which often gives a pleasing clinch to the lines.
