Assessment to Enhance Air Force and Department of Defense Prototyping for the New Defense Strategy is the summary of a workshop convened by the Air Force Studies Board of the National Academies'National Research Council in September 2013 to enhance Air Force and Department of Defense (DoD) prototyping for the new defense strategy. This workshop examined of a wide range of prototyping issues, including individual recommendations for a renewed prototype program, application of prototyping as a tool for technology/system development and sustainment (including annual funding), and positive and negative effects of a renewed program. Prototyping has historically been of great benefit to the Air Force and DoD in terms of risk reduction and concept demonstration prior to system development, advancing new technologies, workforce enhancement and skills continuity between major acquisitions, dissuasion of adversaries by demonstrating capabilities, maintaining technological surprise through classified technologies, and an overarching strategy of overall risk reduction during austere budget environments. Over the last two decades, however, many issues with prototyping have arisen. For example, the definitions and terminology associated with prototyping have been convoluted and budgets for prototyping have been used as offsets to remedy budget shortfalls. Additionally, prototyping has been done with no strategic intent or context, and both government and industry have misused prototyping as a key tool in the DoD and defense industrial base. Assessment to Enhance Air Force and Department of Defense Prototyping for the New Defense Strategy envisions a prototyping program that encourages innovation in new concepts and approaches and provides a means to assess and reduce risk before commitment to major new programs.

The U.S. military forces currently face a nontraditional threat from insurgents and terrorists who primarily employ improvised explosive devices, and have shown a cycle of adaptation of less than 12 months to responses by U.S. forces to counter these attacks. This constantly evolving threat requires U.S. military forces to adapt and respond more rapidly with modified tactics, technologies, and/or equipment. In response to this need for new technologies, the Rapid Reaction Technology Office (RRTO) was established in 2006 to develop technologies that can mature in 6 to 18 months for purposes of counterterrorism. Although RRTO appears to be successfully fulfilling its mission, the agency seeks to understand and address barriers to and opportunities for meeting future counterterrorism needs--including the need to accelerate the transition of technologies for counterterrorism with an eye to countering emerging and anticipated threats. This book reviews RRTO approaches and provides a set of recommendations for potential improvements to help meet these needs for rapid technology development.
TARGET costing, PROTOTYPES, PRODUCT design, RAPID prototyping, and SUPPLIERS
Prototyping allows firms to evaluate the technical feasibility of alternative product designs and to better estimate their costs. We study a collaborative prototyping scenario in which a manufacturer involves a supplier in the prototyping process by letting the supplier make detailed design choices for critical components and provide prototypes for testing. While the supplier can obtain private information about the costs, the manufacturer uses target costing to gain control over the design choice. We show that involving the supplier in the prototyping process has an important influence on the manufacturer's optimal decisions. The collaboration results in information asymmetry, which makes parallel prototyping less attractive and potentially reverses the optimal testing sequence under sequential prototyping: It may be optimal to test designs in increasing order of attractiveness to avoid that the supplier does not release technically and economically feasible prototypes for strategic reasons. We also find that the classical target costing approaches (cost‐ and market‐based) need to be adjusted in the presence of alternative designs: Due to the strategic behavior of suppliers, it is not always optimal to provide identical target costs for designs with similar cost and performance estimates, nor to provide different target costs for dissimilar designs. Furthermore, the timing is important: While committing upfront to carefully chosen target costs reduces the supplier's strategic behavior, in some circumstances, the manufacturer can take advantage of this behavior by remaining flexible and specifying the second prototype's target costs later. As relationship marketing research evolved, a number of key constructs emerged. Some scholars have argued that these constructs are not conceptually or empirically distinct. We investigate this phenomenon based on the premise that sustained research effort towards studying conceptually overlapping/redundant constructs, while treating them as independent, can hamper the development of the field. We use prototyping, a method adopted from psychology, to examine consumers’ views of these constructs, and then identify relationship contexts where constructs are distinct or redundant.
