There is an ignorance of American history amongst Congress members, and this is demonstrated in a recent case where words attributed to the father of the Constitution James Madison were used. However there is no evidence that Madison spoke such words, or anything similar to them. The case involved an Alabama judge who was ordered to remove a plaque of the Ten Commandments from his courtroom, and the Congressional defense praising the judge.
