In 2004 the European Union was enlarged with ten new member states, eight of them previously communist states in Central and Eastern Europe. This enlargement was without precedent in the history of the Union and its predecessors. It is still to be seen how well the institutions as well as the citizens of the Union are able to cope with the consequences of this operation. The authors of this volume evaluate the effect of that enlargement on its legitimacy. They do so by assessing the effects of enlargement on the functioning of the process of political representation in the European Union and on the feelings of the European people towards the Union. This study is mainly based on data from the European Election Study 2004. This study made it for the first time possible to compare the attitudes and behaviour of citizens in the enlargement countries, in particular in Central and Eastern Europe, with their counterparts in the older member states. Some of the findings of this study are counterintuitive. In many respects the effects of enlargements are much smaller than often argued. The party systems of the new member states and the attitudes and behaviour of the voters of individual parties are very compatible with their counterparts in the older member states, making further European integration relatively easy. The same can be said about members of the European Parliament. On the other hand the mutual trust of the people in the older and new member states is extremely low and undermines the legitimacy of the enlarged Union.

The book contains a collection of high-quality academic and expert contributions dealing with the central question of whether the Lisbon Treaty needs further revision. Due to the difficulties European Union actors have encountered in implementing the Lisbon Treaty's reform and the inadequacies of the current legal framework brought to light by post-Lisbon practice, the volume focuses on possible innovations and functional approaches to improve the Union's response to the challenges confronting it. In doing so, the volume first takes a horizontal approach to the Treaty' revision and considers some constitutional features showing the interaction between the EU and its Member States (namely, the parameters of constitutional developments, the allocation of competences, the principles of solidarity and loyal cooperation). Then, the focus shifts to the question of fundamental rights within the EU's constitutional framework, one of the most relevant innovations of the Lisbon Treaty being the incorporation of the Charter of Fundamental Rights into the Union's primary law. The last part of the volume is devoted to another domain significantly reshaped by the Lisbon reform, namely, the Union's external dimension. ECJ Advocate General Paolo Mengozzi's conclusions highlight the common themes emerging from the various contributions, stressing the need for a more general supranational approach to the political crisis the Union is going through. This book is about the EU's role in conflict resolution and reconciliation in Europe. Ever since it was implemented as a political project of the post-World War II reality in Western Europe, European integration has been credited with performing conflict resolution functions. It allegedly transformed the long-standing adversarial relationship between France and Germany into a strategic partnership. Conflict in Western Europe became obsolete. The end of the Cold War further reinforced its role as a regional peace project. While these evolutionary dynamics are uncontested, the deeper meaning of the process, its transformative power, is still to be elucidated. How does European integration restore peace when its equilibrium is broken and conflict or the legacies of enmity persist? This book sets out to do exactly that. It explores the peace and conflict-resolution role of European integration by testing its somewhat vague, albeit well-established, macro-political rationale of a peace project in the practical settings of conflicts. The analytical lens of that of Europeanization. The central argument of the book is that the evolution of the policy mix, resources, framing influences and political opportunities through which European integration affects conflicts and processes of conflict resolution demonstrates a historical trend through which the EU has become an indispensable factor of conflict resolution . It begins with the pooling together of policy-making at the European level for the management of particular sectors (early integration in the European Coal and Steel Community) through the functioning of core EU policies (Northern Ireland) to the challenges of enlargement (Cyprus) and the European perspective for the Western Balkans (Kosovo). Does European integration contribute to, or even accelerate, the erosion of intra-party democracy? This book analyses the impact of European Union (EU) membership on power dynamics, focusing on the British Labour Party, the French Socialist Party (PS), and the German Social Democratic Party (SPD). Utilising a principal-agent framework, it investigates who within the parties determines EU policies and selects EU specialists. Drawing on original interviews with EU experts from Labour, the PS, the SPD and the Party of European Socialists (PES), as well as an e-mail questionnaire, this book reveals that European policy has remained in the hands of the party leadership. The study also suggests that the party grassroots are interested in the EU, but that interest rarely translates into influence. As regards the selection of EU specialists, this book highlights that the parties' processes are highly political, often informal, and in some cases, undemocratic. -- .

Copublished with the Vidal Sassoon International Center for the Study of Antisemitism, this study asks if the European Union (EU) has the capacity or the will to counter antisemitism. The desire to counter antisemitism was a significant impetus toward the formation of the EU in the twentieth century and now prejudice against Jews threatens to subvert that goal in the twenty-first. The European Union, Antisemitism, and the Politics of Denial offers an overview of the circumstances that obliged European political institutions to take action against antisemitism and considers the effectiveness of these interventions by considering two seemingly dissimilar EU states, Austria and Sweden. This examination of the European Union's strategy for countering antisemitism discloses escalating prejudice within the EU in the aftermath of 9/11. R. Amy Elman contends that Europe's political actors have responded to the challenge and provocation of antisemitism with only sporadic rhetoric and inconsistent commitment; this halfhearted strategy for countering anti-Semitism exacerbates skepticism toward EU institutions and their commitment to equality and justice. This exposition of the insipid character of the EU's response simultaneously suggests alternatives that might mitigate the subtle and potentially devastating creep of antisemitism in Europe. The author offers a new approach insofar as scholarly considerations of the EU's attempts to combat racism rarely focus on antisemitism, while scholarship on antisemitism rarely considers the political context of the European Union.

The papers in this collection, written by a cross-regional group of experts, provide insights into the causes of declining levels of citizen participation and other distinct forms of civic activism in Europe and explore a range of factors contributing to apathy and eventually disengagement from vital political processes and institutions. At the same time, this volume examines informal or unconventional types of civic engagement and political participation corresponding to the rapid advances in culture, technology and social networking. The volume is divided into three interrelated parts: Part I consists of critical essays in the form of theoretical approaches to analysing weakening political participation and citizen estrangement; Part II is dedicated to an exploration of the role and deployment of technologically advanced media, such as the internet, as determinants of changing patterns of political participationist behaviour. Finally, Part III presents findings of empirical research on the issue of political participation. At the heart of the European integration process is the political economy debate over whether the EU should be a market-making project, or if it should combine this with integration in employment and social policy. EU enlargement, the clash of capitalisms and the European social dimension analyses the impact of the 2004 and 2007 enlargements upon the politics of European integration within EU employment and social policy. This book analyses the main policy negotiations in the field and analyses the political positions and contributions of the Central and Eastern European Member States. Through analyses of the negotiations of the Services Directive, the revision of the Working Time Directive and the Europe 2020 poverty target, the book argues that the addition of the Central and Eastern European states has strengthened liberal forces at the EU level and undermined integration with EU employment and social policy. -- .
