Sergio Fabbrini proposes a way out of the EU's crises, which have triggered an unprecedented cleavage between 'sovereignist' and 'Europeanist' forces. The intergovernmental governance of the multiple crises of the past decade has led to a division on the very rationale of Europe's integration project. Sovereignism (the expression of nationalistic and populist forces) has demanded more decision-making autonomy for the EU member states, although Europeanism has struggled to make an effective case against this challenge. Fabbrini proposes a new perspective to release the EU from this predicament, involving the decoupling and reforming of the EU: on the one hand, the economic community of the single market (consisting of the current member states of the EU and of others interested in joining or re-joining it); and on the other, the political union (largely based on the eurozone reformed according to an original model of the federal union).

Successive Enlargements to the European Union membership have transformed it into an economically, politically and culturally heterogeneous body with distinct vulnerabilities in its multi-level governance. This book analyses core-periphery relations to highlight the growing cleavage, and potential conflict, between the core and peripheral member-states of the Union in the face of the devastating consequences of Eurozone crisis. "Alors que les discours anti-européens se multiplient, la question d'une dislocation de l'Union est désormais posée. Et les déclarations d'europhilie n'y changeront rien si les actes ne suivent pas les paroles. Car, si l'UE actuelle est une confédération lâche et sans capacité d'action, c'est principalement parce que, durant un demi-siècle, les gouvernements français n'ont eu de cesse de bloquer une intégration politique réelle afin de conserver une illusoire souveraineté en matière de politique étrangère, niais aussi sur le plan budgétaire et social. Pour justifier ce comportement ambigu, intellectuels et politiciens ont brandi l'épouvantail d'une Europe réduite à l'état de "grande Suisse". Mais, tout bien considéré, l'histoire de la confédération helvétique au XIXe siècle évoque par maints aspects le défi européen : ligue médiévale marginalisée au moment où se constituent les puissances européennes, elle a dû, pour survivre, se transformer en État-nation multiculturel. Au moment où la lutte pour l'hégémonie mondiale est engagée entre les grandes puissances - États-Unis, Russie, Chine, Inde -, il devient nécessaire d'accomplir le grand saut fédéral et de se constituer en État-nation européen. The euro crisis is tearing Europe apart. But the heart of the matter is that, as the crisis unfolds, the basic rules of European democracy are being subverted or turned into their opposite, bypassing parliaments, governments and EU institutions. Multilateralism is turning into unilateralism, equality into hegemony, sovereignty into the dependency and recognition into disrespect for the dignity of other nations. Even France, which long dominated European integration, must submit to Berlin's strictures now that it must fear for its international credit rating. How did this happen? The anticipation of the European catastrophe has already fundamentally changed the European landscape of power. It is giving birth to a political monster: a German Europe. Germany did not seek this leadership position - rather, it is a perfect illustration of the law of unintended consequences. The invention and implementation of the euro was the price demanded by France in order to pin Germany down to a European Monetary Union in the context of German unification. It was a quid pro quo for binding a united Germany into a more integrated Europe in which France would continue to play the leading role. But the precise opposite has happened. Economically the euro turned out to be very good for Germany, and with the euro crisis Chancellor Angela Merkel became the informal Queen of Europe. The new grammar of power reflects the difference between creditor and debtor countries; it is not a military but an economic logic. Its ideological foundation is 'German euro nationalism' - that is, an extended European version of the Deutschmark nationalism that underpinned German identity after the Second World War. In this way the German model of stability is being surreptitiously elevated into the guiding idea for Europe. The Europe we have now will not be able to survive in the risk-laden storms of the globalized world. The EU has to be more than a grim marriage sustained by the fear of the chaos that would be caused by its breakdown. It has to be built on something more positive: a vision of rebuilding Europe bottom-up, creating a Europe of the citizen. There is no better way to reinvigorate Europe than through the coming together of ordinary Europeans acting on their own behalf.
