During the early Cold War, the complex relationship between communities in Europe and the United States was of concern to those on both sides of the Atlantic. Using archival research and recorded interviews, this book charts the development of American Studies in Europe during that period. It demonstrates how negotiations took place through a network of relationships among the state, philanthropic foundations, and European scholars. Each interaction within this network had the potential to change the odds of a particular outcome occurring. Through analysis of these negotiations the book identifies factors which are influential in the conduct of successful collaborative public diplomacy and draws lessons for public diplomacy in an age when communities are connected through multi-hub, multi-directional networks.

A study of the effect of EU membership on Central and Eastern European environmental policy and the interplay of political incentives and industry behavior that determines policy In Transnational Politics of the Environment, Liliana Andonova examines the effect of the Europen Union (EU) on the environmental policies of Bulgaria, the Czech Republic, and Poland. Compliance with EU environmental regulations is especially onerous for Central and Eastern European countries because of the costs involved and the legacy of pollution from communist-era industries. But Andonova argues that EU integration has a positive impact on environmental policies in these countries by exerting a strong influence on the environmental interests of regulated industries. With her empirical study of chemical safety and air pollution policies from 1990 to 2000, she shows that export-competitive industries such as the chemical industry that would benefit from economic integration have an incentive to adopt EU norms. By contrast, industries such as electric utilities that primarily serve the domestic market remain opposed to EU environmental standards and must be prodded by their own governments to implement environmental-protection measures. These differences in domestic interests greatly influence the course of reforms and the adoption of EU standards. Transnational Politics of the Environment challenges the current focus on intergovernmental cooperation between East and West by highlighting the roles of industries, transnational norms, and domestic institutions in promoting change in environmental regulation. It offers a generalizable framework for understanding the politics of environmental regulation in emerging market economies, and helps bridge the divide between the study of domestic and international environmental politics.

In this work Neils Steensgaard combines an analytical economic approach with detailed historic scholarship to provide an imaginitive and important analysis of a central incident in modern world history. The event is the breaking of the Portuguese monopoly on Asian trade in the seventeenth century by English and Dutch mercantile interests. This change the author demonstrates, was not simply the triumph of the new powers over the old. Rather, the Dutch--English victory heralded a structural change in international trade: the triumph of entrepreneurial capitalism over the older economic mode of the "peddler-merchant." Professor Steensgaard's study is divided into two major parts. The first examines the economic and political structure of the seventeenth century institutions in the Near East, Portugal, England, and the Netherlands. The author demonstrates that the rise to preeminence of the English and Dutch East India Companies over the Portuguese "State of India" was the result of the superior economic and bureaucratic organization of the former. The eclipse of Portuguese power in general, the author argues, is best understood as an institutional failure-an inability to adapt to changing patterns and demands of economic life. The second part of Professor Steensgaard's study provides a detailed historical account of an important event in the fall of the Portuguese trading empire-the loss of the city of Hormuz in 1622. Hormuz, located at a strategic point at the entrance of the Persian Gulf, was a central port city on the Asian trade route. It fell to an English and Persian force. The author demonstrates why this event exemplifies the Portuguese institutional weaknesses that are discussed in the first part of the book.

With the advent of modernity, the sharing of resources and infrastructures rapidly expanded beyond local communities into regional, national, and even transnational space -- nowhere as visibly as in Europe, with its small-scale political divisions. This volume views these shared resource spaces as the seedbeds of a new generation of technology-rich bureaucratic and transnational commons. Drawing on the theory of cosmopolitanism, which seeks to model the dynamics of an increasingly interdependent world, and on the tradition of commons scholarship inspired by the late Elinor Ostrom, the book develops a new theory of "cosmopolitan commons" that provides a framework for merging the study of technology with such issues as risk, moral order, and sustainability at levels beyond the nation-state. Bhikhu Parekh As creative and reflective agents, human beings seek meaning in their lives, and develop more or less coherent views of the world or cultures in terms of which to organize their personal and collective lives. When different groups of individuals within the same society subscribe to different ways of thought, they face the crucial question of how to deal with their cultural diversity and sustain a shared common life. Premodern societies took a relatively relaxed view of diversity and generally opted for a looser union. Modernity brought with it a very different approach to the subject. This is reflected in, among other things, the institution of the modern state, especially the liberal democracy which represents one way of constituting it. Liberal democracy has exercised a decisive influence on our political and moral imagination for the past three centuries. Unlike premodern societies which took the community as their starting point and defined the individual in terms of it, it takes the individual as the ultimate and irreducible unit of, and thus conc- tually and ontologically prior to society. The latter is taken to consist of in- viduals, and refers to the totality of its members and their formal and informal relationships. Individual are the sole and equal sources of moral claims, and social and political institutions are judged in terms of their ability to safeguard and promote individual interests.

This systematic investigation of the interaction among international and European institutions provides both a theoretical framework for analysis and the first broad overview of this largely uncharted field of research. By offering detailed case studies and a systematic analysis of results, the book examines the effects of institutional interaction on environmental governance and explores the ways in which international and European Union policies can either reinforce or undercut one another.After a conceptual overview in which Oberthur and Gehring identify three causal mechanisms by which institutional interaction can affect environmental governance, ten case studies apply this theoretical approach. Six cases use an international institution as their starting point and four begin with a European Union legal instrument. Despite an array of predictions that Germany's foreign policy would be unable to adapt easily to the postunification, post-Cold War environment, it has in fact remained effective, even as it evolves in response to myriad challenges. Scott Erb analyzes German policy, with an emphasis on the transitions from 1980 to the present. Erb argues that Germany's success in dealing with a rapidly changing world rests on principles of multilateralism and cooperative institution building developed during the Cold War. These principles are especially well suited now, he finds, as interdependence and turbulence bring traditional notions of sovereignty and self-interest into question. Annotation This publication takes up the many and often controversial debates about the nature, content, methods and political significance of intercultural learning in and for the European youth field. Its starting point is the current depoliticisation of intercultural learning in this field, and especially in the programmes of the European Commission and the Directorate of Youth and Sport of the Council of Europe over the last several years. At the same time, the elevation of intercultural dialogue to panacea for all societal problems, from civil war to educational failure, is putting the mobilisational value of intercultural learning to the test.

The book analyzes the topic of judicial reforms in four countries of South-East Europe, focusing on two specific factors that have influenced the reforms in the past two decades: the role played by the European Union in light of the east Enlargement process and the legacies of the communist regimes. Specifically, the aim is to account for similarities and differences in the reform paths of Slovenia, Romania, Croatia, and Serbia. In each country, in fact, the influence of the EU policies has been differently mediated by national factors that, broadly conceived, may be considered as expressing the legacies of the past regimes. In some cases, these legacies challenged judicial reforms and inhibited the influence of the EU; in other cases, they were positively overcome by following the route suggested by the EU. Some explanatory factors for these differences will be proposed drawing from democratization studies, Europeanization literature, and comparative judicial systems. The book focuses on countries having different status vis-a' -vis the EU and differently involved, in term of timing, in the EU accession process: some of them are new member states entered in 2004 (Slovenia) or in 2007 (Romania); others were, until recently, acceding countries (Croatia) or candidates to the membership (Serbia). Many environmental problems cross national boundaries and can be addressed only through international cooperation. In this book Robert Darst examines transnational efforts to promote environmental protection in the USSR and in five of its successor states--Russia, Ukraine, and the Baltic republics of Estonia, Latvia, and Lithuania--from the late 1960s to the present. The core of the book is a comparative study of three key issues: nuclear power safety, transboundary air pollution, and Baltic Sea pollution. Although expectations were high that the end of the Cold War and the breakup of the Soviet Union would lead to increased East-West environmental cooperation, the opposite has been true. Russia and the other successor states have generally agreed to address such problems only when paid to do so. Darst finds that post-Cold War environmental cooperation has been most successful when there is an overlap between the environmental and economic interests of the successor states and those of their Western neighbors, and when the foundation for cooperation was laid during the Cold War period. The book is based on extensive original field research, including interviews with diplomats, government officials, scientists, and environmental activists in the successor states and Western Europe. Its findings underscore the importance of the domestic and international political context in which international environmental policy making occurs. It also deepens our understanding of the opportunities and dangers of positive inducements as a tool of international environmental policy.
