In Health Care as a Right of Citizenship, Gunnar Almgren argues that the ACA's primary significance is not in its expansion of health care entitlements but in its affirming by an act of Congress the idea that comprehensive health care must be available to all as a right of citizenship. The mainstream American public now views access to affordable health care to all citizens as a crucial function of just and effective governance-and any proposed alternative to the ACA must be reconciled with that expectation. This ambitious book examines how the American health care system must be further reformed to bring it closer in line with the ideals of a modern democracy, as well as how the ACA may change in the coming years. It suggests the next, natural step in the realization of health and well being as a fundamental human right. Based on a close analysis of the writings of sociologist TH Marshall and philosopher John Rawls, this book examines the theoretical foundations for health care as a social right of citizenship. In 1748, as yellow fever raged in Charleston, South Carolina, doctor John Lining remarked, ""There is something very singular in the constitution of the Negroes, which renders them not liable to this fever."" Lining's comments presaged ideas about blackness that would endure in medical discourses and beyond. In this fascinating medical history, Rana A. Hogarth examines the creation and circulation of medical ideas about blackness in the Atlantic World during the late eighteenth and early nineteenth centuries. She shows how white physicians deployed blackness as a medically significant marker of difference and used medical knowledge about black bodies to improve plantation labor efficiency, safeguard colonial and civic interests, and enhance control over black bodies during the era of slavery. Hogarth refigures Atlantic slave societies as medical frontiers of knowledge production on the topic of racial difference. Rather than looking to their counterparts in Europe who collected and dissected bodies to gain knowledge about race, white physicians in Atlantic slaveholding regions created and tested ideas about race based on the contexts in which they lived and practiced. What emerges in sharp relief is the ways in which blackness was reified in medical discourses and used to perpetuate notions of white supremacy.

The right to own property is something we generally take for granted. For refugees living in camps, in some cases for as long as generations, the link between citizenship and property ownership becomes strained. How do refugees protect these assets and preserve communal ties? How do they maintain a sense of identity and belonging within chaotic settings? Protection Amid Chaos follows people as they develop binding claims on assets and resources in challenging political and economic spaces. Focusing on Palestinians living in refugee camps in Lebanon and Jordan, it shows how the first to arrive developed flexible though legitimate property rights claims based on legal knowledge retained from their homeland, subsequently adapted to the restrictions of refugee life. As camps increased in complexity, refugees merged their informal institutions with the formal rules of political outsiders, devising a broader, stronger system for protecting their assets and culture from predation and state incorporation. For this book, Nadya Hajj conducted interviews with two hundred refugees. She consults memoirs, legal documents, and findings in the United Nations Relief Works Agency archives. Her work reveals the strategies Palestinian refugees have used to navigate their precarious conditions while under continuous assault and situates their struggle within the larger context of communities living in transitional spaces.

Yet too often the voices of African American resistance have been neglected, silenced, or forgotten. What would happen if pleasure were made the organizing principle for social relations and sexual pleasure ruled over all? Radical French libertines experimented clandestinely with this idea during the Enlightenment. In explicit novels, dialogues, poems, and engravings, they wrenched pleasure free from religion and morality, from politics, aesthetics, anatomy, and finally reason itself, and imagined how such a world would be desirable, legitimate, rapturous-and potentially horrific. In September 1978, William Quandt, a member of the White House National Security Council staff, spent thirteen momentous days at Camp David, the presidential retreat in Maryland, where three world leaders were holding secret negotiations. When U.S. President Jimmy Carter, Egyptian President Anwar Sadat, and Israeli Prime Minister Menachem Begin emerged on September 17, they announced a monumental accomplishment: the first peace agreement between Israel and one of its Arab neighbors. Praised by some for laying the foundations for peace between Egypt and Israel, the Camp David Accords have also been criticized for failing to achieve a comprehensive settlement, including a resolution of the Palestinian question. But supporters and critics alike recognize the importance of what happened at Camp David, and both groups acknowledge the vital role played by the United States in reaching an agreement. There are few eyewitness accounts of the Camp David negotiations. Of the three leaders present, only Jimmy Carter wrote specifically of the talk in Keeping Faith: Memoirs of a President (1982). Neither Sadat nor Begin ever wrote about Camp David. Quandt's book is not only an eyewitness account but a scholar's reconstruction of the event, with insights into the people, politics, and policies. His Camp David has provided a comprehensive and lasting guide to the difficult negotiations surrounding the talks, including the fraught scenario leading up to the meetings at the presidential retreat and the talks and accord that would lead to Sadat and Begin jointly receiving the 1978 Nobel Peace Prize.

Many thought China's rise would fundamentally remake the global order. The Imjin War (1592-1598) was a grueling conflict that wreaked havoc on the towns and villages of the Korean Peninsula. The involvement of Chinese, Japanese, and Korean forces, not to mention the regional scope of the war, was the largest the world had seen, and the memory dominated East Asian memory until World War II. Despite massive regional realignments, Korea's Choson Dynasty endured, but within its polity a new, national discourse began to emerge. Meant to inspire civilians to rise up against the Japanese army, this potent rhetoric conjured a unified Korea and intensified after the Manchu invasions of 1627 and 1636. By documenting this phenomenon, JaHyun Kim Haboush offers a compelling counternarrative to Western historiography, which ties Korea's idea of nation to the imported ideologies of modern colonialism. Portland, Oregon, though widely regarded as a liberal bastion, also has struggled historically with ethnic diversity; indeed, the 2010 census found it to be "America's whitest major city." In early recognition of such disparate realities, a group of African American activists in the 1960s formed a local branch of the Black Panther Party in the city's Albina District to rally their community and be heard by city leaders. And as Lucas Burke and Judson Jeffries reveal, the Portland branch was quite different from the more famous-and infamous-Oakland headquarters. Instead of parading through the streets wearing black berets and ammunition belts, Portland's Panthers were more concerned with opening a health clinic and starting free breakfast programs for neighborhood kids. Though the group had been squeezed out of local politics by the early 1980s, its legacy lives on through the various activist groups in Portland that are still fighting many of the same battles. Combining histories of the city and its African American community with interviews with former Portland Panthers and other key players, this long-overdue account adds complexity to our understanding of the protracted civil rights movement throughout the Pacific Northwest.

In the spring of 2004, army reservist and public affairs officer Steven J. Alvarez waited to be called up as the U.S. military stormed Baghdad and deposed Saddam Hussein.
