Since 1988, China has undergone one of the largest, but least understood experiments in grassroots democracy. Across 600,000 villages in China, with almost a million elections, some three million officials have been elected. Providing quality public service is one of the essential functions of a government. In the turbulent time, however, governments worldwide are experiencing a variety of unprecedented challenges to meet citizens' increasing demands and expectations. In China, building a service-oriented government and a harmonious society is central to the 12th Five-Year Plan and challenges the governance philosophies, capacities and competencies of Chinese government at every level. Researchers of Nanyang Centre for Public Administration (NCPA) at Nanyang Technological University systematically examined the concept of service-oriented government in the context of China and developed an assessment scheme to evaluate the performance of building service-oriented government in Chinese cities. Under the auspices of the Lien Foundation in Singapore, based on the assessment scheme, they conducted large-scale telephone surveys of citizens and businesses in 32 major Chinese cities in 2011. This book presents their findings and empirical studies on public service performance, citizen satisfaction, political trust and government transparency based on the data collected from the 2011 Lien project. Moreover, it also includes selected papers presented at the 2012 Lien International Conference on Public Administration in Singapore. Contributed by scholars from Mainland China, the US, Hong Kong and Singapore, these papers discuss various important issues related with building a service-oriented government including public ethical values, the roles of NGO, social accountability, urban integration, performance measurement and emotional labor in public service.

Despite the destabilizing potential of governing of a vast territory and a large multicultural population, the centralized government of the People's Republic of China has held together for decades, resisting efforts at local autonomy. By analyzing Beijing's strategies for maintaining control even in the reformist post-Mao era, Centrifugal Empire reveals the unique thinking behind China's approach to local governance, its historical roots, and its deflection of divergent interests. Centrifugal Empire examines the logic, mode, and instrument of local governance established by the People's Republic, and then compares the current system to the practices of its dynastic predecessors. The result is an expansive portrait of Chinese leaders' attitudes toward regional autonomy and local challenges, one concerned with territory-specific preoccupations and manifesting in constant searches for an optimal design of control. Jae Ho Chung reveals how current communist instruments of local governance echo imperial institutions, while exposing the Leninist regime's savvy adaptation to contemporary issues and its need for more sophisticated inter-local networks to keep its unitary rule intact. He casts the challenges to China's central-local relations as perennial, since the dilution of the system's "socialist" or "Communist" character will only accentuate its fundamentally Chinese-or centrifugal-nature.

Two sharply contrasting views of China exist today. On the one hand a rising superpower predicted to have the largest economy in the world by mid century, on the other hand a brutal, anachronistic and authoritarian regime, a threat to geo-stability and to the economies of the industrial world. So which China is the real China? Randall Peerenboom addresses this question by exploring China's economy, political and legal system, and most controversially, its record on civil, political and personal rights in the context of the developing world. Avoiding polemic and relying on empirical evidence, he compares China's performance not with first world countries such as the US and UK but with other middle income countries and highlights the often hypocritical stance of an international community which demands standards from others that it does not match at home. He also critically evaluates the benefits of globalisation and democratisation and the normative values of the West set against Beijing's determination to retain its cultural and political integrity. This book seeks to bridge the gap in understanding about China and to create a firmer foundation for mutual trust, while recognising that there are inevitable risks in a shift in global power of this magnitude that will require hard headed pragmatism at times where interests collide.
