Russia in the late nineteenth century may have been an autocracy, but it was far from silent. In the 1860s, new venues for public speech sprang up: local and municipal assemblies, the courtroom, and universities and learned societies. Theatre became more lively and vernacular, while the Orthodox Church exhorted its priests to become better preachers. Although the tsarist government attempted to restrain Russia's emerging orators, the empire was entering an era of vigorous modern politics. All the while, the spoken word was amplified by the written: the new institutions of the 1860s brought with them the adoption of stenography. Russian political culture reached a new peak of intensity with the 1905 revolution and the creation of a parliament, the State Duma, whose debates were printed in the major newspapers. Sometimes considered a failure as a legislative body, the Duma was a formidable school of modern political rhetoric. It was followed by the cacophonous freedom of 1917, when Aleksandr Kerensky, dubbed Russia's 'persuader-in-chief', emerged as Russia's leading orator only to see his charisma wane. The Bolsheviks could boast charismatic orators of their own, but after the October Revolution they also turned public speaking into a core ritual of Soviet 'democracy'. The Party's own gatherings remained vigorous (if also sometimes vicious) throughout the 1920s; and here again, the stenographer was in attendance to disseminate proceedings to a public of newspaper readers or Party functionaries. How Russia Learned to Talk offers an entirely new perspective on Russian political culture, showing that the era from Alexander II's Great Reforms to early Stalinism can usefully be seen as a single 'stenographic age'. All Russia's rulers, whether tsars or Bolsheviks, were grappling with the challenges and opportunities of mass politics and modern communications. In the process, they gave a new lease of life to the age-old rhetorical technique of oratory.

Lucidly written and accessible, this book offers an important yet neglected Russian aspect to the history of political liberalism. Vanessa Rampton examines Russian engagement with liberal ideas during Russia's long nineteenth century, focusing on the high point of Russian liberalism from 1900 to 1914. It was then that a self-consciously liberal movement took shape, followed by the founding of the country's first liberal (Constitutional-Democratic or Kadet) party in 1905. There is nothing new about the Russian conservatism Putin stands for, acclaimed writer Lesley Chamberlain argues. Rather, as Ministry of Darkness reveals, the roots of Russian conservatism can be traced back to the 19th century when Count Uvarov's notorious cry of 'Orthodoxy, Autocracy, Nationality!' rang through the streets of Russia. Russia's Entangled Embrace traces the relationship between the Romanov state and the Armenian diaspora that populated Russia's territorial fringes and navigated the tsarist empire's metropolitan centers. By engaging the ongoing debates about imperial structures that were simultaneously symbiotic and hierarchically ordered, Stephen Badalyan Riegg helps us to understand how, for Armenians and some other subjects, imperial rule represented not hypothetical, clear-cut alternatives but simultaneous, messy realities. He examines why, and how, Russian architects of empire imagined Armenians as being politically desirable. How Russia Lost Bulgaria looks at the rapid breakdown in Russo-Bulgarian relations in the years following the Russian liberation of Bulgaria in the Russo-Turkish War of 1877-1878. Initially, the Russian Empire and the Principality of Bulgaria were close allies, bound together by sentiment, by geopolitical reality, and by strong administrative links - the Bulgarian Minister of War was a Russian general on detached duty from the Imperial Army, to pick just one example. Yet by 1886, only eight years later, relations degenerated to such a point that a Russian-backed coup overthrew the Bulgarian monarch. The two countries would cut diplomatic relations for years. How Russia Lost Bulgaria argues that the behavior of Russian military and diplomatic agents in Bulgaria caused this rapid turnabout. These agents acted in a tactless, obnoxious fashion that offended the pride and sensibilities of both local Bulgarian politicians and of the German-born, Russian-appointed Prince Alexander von Battenberg. Having a Russian Consul-General refer to the leader of Bulgaria's majority party as an "unwashed, uncombed, country bumpkin" did not improve relations, certainly. But to write off Russia's agents in Bulgaria as bunglers and imbeciles is neither accurate nor intellectually satisfying. Underlying their actions is the fact that the Russian Ministry of Foreign Affairs was a weak and disorganized institution, and it failed to either develop a coherent policy approach to relations with Bulgaria, or to force its agents to carry out an approach once it was developed. Left to their own devices, Russian agents in Bulgaria fell back on their own ideas of how to advance the Russian Empire's position, and in so doing they drove Russia's relationship with a vital client state straight into the ground.

The Life and Thought of Filaret Drozdov, 1782-1867: The Thorny Path to Sainthood is an intellectual biography of the foremost historical figure in the religious world of nineteenth-century Russia. The product of decades of archival research, most of which was in the Russian language, this is the first book-length study of St. Filaret in English. Having suffered military defeat at the hands of advanced Western powers in the 1850s, Russia and Japan embarked upon a program of catch-up and modernization in the late-19th Century. While the two states sought in the main to replicate the successes of the advanced great powers of the West, the discourse on national identity among Russian and Japanese elite in this period evinced a considerable degree of ambivalence about Western dominance. With the onset of the crisis of power and legitimacy in the international order ushered in by the First World War, this ambivalence shifted towards more open revolt against Western dominance. The rise of communism in Russia and militarism in Japan were significantly shaped by their search for national distinctiveness and international status. This book is a comparative historical study of how the two "non-Western" great powers emerged as challengers to the prevailing international order in the interwar period, each seeking to establish an alternative order. Specifically, Anno examines the parallels and contrasts in the ways in which the Russian and Japanese elites sought to define the two countries' national identities, and how those definitions influenced the two countries' attitudes toward the prevailing order. At the intersection of international relations theory, comparative politics, and of historical sociology, this book offers an integrated perspective on the rise of challengers to the liberal international order in the early-twentieth century.
