Michael Armstrong has spent close to fifty years either defending or prosecuting criminal cases in New York City. His public service has included stints as District Attorney for Queens County, New York, and chief of the Security Frauds Unit in the U.S. Attorney's office in Manhattan. None of his experiences were as tense or as dangerously waged as the Knapp Commission's investigation into police corruption, prompted by the New York Times's report on whistleblower cop Frank Serpico. Based on Armstrong's vivid recollections of this watershed moment in law enforcement accountability, They Wished They Were Honest recreates the struggles and significance of the two-year commission, while crediting the factors that led to its success and the restoration of the NYPD's public image. Serpico's charges against the NYPD encouraged Mayor John Lindsay to appoint prominent attorney Whitman Knapp to head a Citizen's Commission on police graft. Overcoming a number of organizational, budgetary, and political hurdles, Armstrong assembled an investigative group of a half dozen lawyers and a dozen agents with backgrounds in federal, not local, law enforcement--a professional disconnect that led to numerous setbacks. Yet right when funding was about to run out, the "blue wall of silence" collapsed. A flamboyant "Madame, " a corrupt lawyer, a weasly informant, and a "super thief" cop trapped and turned by the Commission led to sensational and revelatory hearings, which publicly refuted the notion that departmental corruption was limited to only a "few rotten apples." Throughout the course of his narrative, Armstrong illuminates police investigative strategy; governmental and departmental political maneuvering; the ethical and philosophical issues of law enforcement; the efficacy (or lack thereof) of the police's public relations efforts; the effectiveness of its training; the psychological and emotional pressures that lead to corruption; and the effects of police criminality on individuals and society. He concludes by discussing the effects of the Knapp and succeeding commissions on police corruption today and the value of permanent outside monitoring bodies, such as the special prosecutor's office, formed in response to the Commission's recommendation, as well as the current monitoring commission, of which Armstrong is chairman.

The Attica Turkey Shoot tells a story that New York State did not want you to know. In 1971, following a prison riot at the Attica Correctional Facility, state police and prison guards slaughtered thirty-nine hostages and inmates and tortured more than one thousand men after they had surrendered. State officials pretended that they could not successfully prosecute the law officers who perpetrated this carnage, and then those same officials scurried for shelter when a prosecutor named Malcolm Bell exposed the cover-up. Bell traveled a rocky road to a justice of sorts as he sought to prosecute without fear or favor--in spite of a deck that the officials had stacked to keep the police from facing the same justice that had filled the Attica prison in the first place. His insider's account illuminates the all-too-common contrast between the justice of the privileged and the justice of the rest. The book also includes information from the recent release of portions of the long-secret Meyer Report, which was commissioned following Bell's initial allegations of a cover-up. The Attica Turkey Shoot highlights the hypocrisy of a criminal justice system that decides who goes to prison and who enjoys impunity in a nation where no one is said to be above the law.

It was 1946. World War II was over. The thieves went to work. They drilled deviated wells from outside the East Texas Oil Field back into the oil that remained after 16 years of production. This was the oil field that supplied the oil needed for an Allied victory in 1945. The deviators continued their nefarious activity until an angry and aggressive attorney general led his posse of lawmen, including the Texas Rangers, into East Texas to stop the theft and administer Texas justice. I tell this story on the basis of 35 years of research and my father's well files. Yes, he drilled six of the nearly 400 deviated wells. I first learned of the so-called Slant-Hole scandal in late spring 1962. That's when colleagues in my research group at the University of California at Berkeley accosted me with the morning's San Francisco Chronicle. They knew my father was an East Texas oilman. One pointed to an article reporting that oilmen in East Texas had drilled 'deviated' oil wells from beyond the known productive limits of the East Texas Oil Field to steal oil.'Has your dad been stealing oil?' 'Of course, not!' I replied. I had known nothing of the illicit activity until that morning. Then a report in TIME further exposed the East Texas oil scandal that had erupted in my hometown of Longview. Here, then, for the first time, I reveal the story of how a few dozen oilmen stole up to 20 million barrels from the East Texas Oil Field. I am eager to share what I have learned and to tell the truth of the slant-hole scandal-the circumstances that made it inevitable, who did what to whom, and how the matter eventually reached its conclusion. Much of what I reveal in this book has been the tightly guarded secrets of the families of the participants so that grandchildren can be kept from knowledge of granddaddy's scandalous behavior. But most of what I reveal here lies barely hidden in the public record. The slant-hole story is a significant piece of Texas history, and it must be told before no one is left to tell it.
