In fifty years of prosecuting and defending criminal cases in New York City and elsewhere, Michael F. Armstrong has often dealt with cops. For a single two-year span, as chief counsel to the Knapp Commission, he was charged with investigating them. Based on Armstrong's vivid recollections of this watershed moment in law enforcement accountability-prompted by the New York Times's report on whistleblower cop Frank Serpico-They Wished They Were Honest recreates the dramatic struggles and significance of the Commission and explores the factors that led to its success and the restoration of the NYPD's public image. Serpico's charges against the NYPD encouraged Mayor John Lindsay to appoint prominent attorney Whitman Knapp to chair a Citizen's Commission on police graft. Overcoming a number of organizational, budgetary, and political hurdles, Chief Counsel Armstrong cobbled together an investigative group of a half-dozen lawyers and a dozen agents. Just when funding was about to run out, the "blue wall of silence" collapsed. A flamboyant "Madame, " a corrupt lawyer, and a weasely informant led to a "super thief" cop, who was trapped and "turned" by the Commission. This led to sensational and revelatory hearings, which publicly refuted the notion that departmental corruption was limited to only a "few rotten apples." In the course of his narrative, Armstrong illuminates police investigative strategy; governmental and departmental political maneuvering; ethical and philosophical issues in law enforcement; the efficacy (or lack thereof) of the police's anticorruption efforts; the effectiveness of the training of police officers; the psychological and emotional pressures that lead to corruption; and the effects of police criminality on individuals and society. He concludes with the effects, in today's world, of Knapp and succeeding investigations into police corruption and the value of permanent outside monitoring bodies, such as the special prosecutor's office, formed in response to the Commission's recommendation, as well as the current monitoring commission, of which Armstrong is chairman.

In "The Politics of Official Discourse in 20th Century South Africa", Adam Ashforth uses a close reading of a series of major commission reports into the "native question" as a lens through which to examine the formation and reproduction of state power. Dr Ashforth examines the fundamental changes in official understandings of social differentation in South Africa through periods of crisis in the 20th century. He goes to the heart of power in the divided state by analyzing the framework governing authoritative ways of speaking of, for, and to the social category once named "natives" and shows how officially-approved forms of knowledge of "native life" were used as a substitute for political representation by Africans and have continually served to justify repression. He also demonstrates how, in the face of constant resistance, the central political structures of the state have been organized in terms of schemes of legitimation specifying relationships between land, labour, and citizenship. Dr Ashforth analyzes the central terms used by those who, acting in the name of the state, strove to represent a repressive and exploitative regime as necessary, practical, and just. By tracing the history of changes in official discourse on the "native question", he illuminates the central contradictions in the politics of the Apartheid state of today.

The Federal Reserve - the central bank of the United States - is the most powerful peacetime bureaucracy in the federal government. Under the chairmanship of Alan Greenspan (1987-2006), the Fed achieved near mythical status for its part in managing the economy, and Greenspan was lauded as a genius. Few seemed to notice or care that Fed officials operated secretly with almost no public accountability. There was a courageous exception to this lack of oversight, however: Henry B. Gonzalez (D-TX) - chairman of the U.S. House of Representatives Financial Services (banking) Committee.In "Deception and Abuse at the Fed", Robert Auerbach, a former banking committee investigator, recounts major instances of Fed mismanagement and abuse of power that were exposed by Rep. Gonzalez, including: Blocking Congress and the public from holding powerful Fed officials accountable by falsely declaring - for 17 years - it had no transcripts of its meetings; manipulating the stock and bond markets in 1994 under cover of a preemptive strike against inflation; allowing $5.5 billion to be sent to Saddam Hussein from a small Atlanta branch of a foreign bank - the result of faulty bank examination practices by the Fed; stonewalling congressional investigations and misleading the Washington Post about the $6,300 found on the Watergate burglars. Auerbach provides documentation of these and other abuses at the Fed, which confirms Rep. Gonzalez's belief that no government agency should be allowed to operate with the secrecy and independence in which the Federal Reserve has shrouded itself. Auerbach concludes with recommendations for specific, broad-ranging reforms that will make the Fed accountable to the government and the people of the United States.

After Germany's reunification in 1989-90, the country faced not only the history and consequences of the nation's division during the Cold War but also the continuing burdensome legacy of the Nazi past and the Holocaust. This book explains why concerns that the Nazi past would be marginalized by the more recent Communist past proved to be misplaced. It examines the delicate East-West dynamics and the notion that the West sought to impose "victor's justice" (or history) on the East. More specifically, it examines, for the first time, the history and significance of two parliamentary commissions of inquiry created in the 1990s to investigate the divided past after 1945 and its effects on the reunified country. Not unlike "truth commissions" elsewhere, these inquiries provided an important forum for renegotiating contemporary Germany's relationship with multiple German pasts, including the Nazi period and the Holocaust. The ensuing debates and disagreements over the recent past, examined by the author, open up a window into the wider development of German memory, identity, and politics after the end of the Cold War.

The Attica Turkey Shoot tells a story that New York State did not want you to know. In 1971, following a prison riot at the Attica Correctional Facility, state police and prison guards slaughtered thirty-nine hostages and inmates and tortured more than one thousand men after they had surrendered. State officials pretended that they could not successfully prosecute the law officers who perpetrated this carnage, and then those same officials scurried for shelter when a prosecutor named Malcolm Bell exposed the cover-up. Bell traveled a rocky road to a justice of sorts as he sought to prosecute without fear or favor--in spite of a deck that the officials had stacked to keep the police from facing the same justice that had filled the Attica prison in the first place. His insider's account illuminates the all-too-common contrast between the justice of the privileged and the justice of the rest. The book also includes information from the recent release of portions of the long-secret Meyer Report, which was commissioned following Bell's initial allegations of a cover-up. The Attica Turkey Shoot highlights the hypocrisy of a criminal justice system that decides who goes to prison and who enjoys impunity in a nation where no one is said to be above the law.

Throughout the twentieth century, administrations have wrestled with allaying public concern over national disasters and social scandals. This book seeks to describe historically the use of public inquiries, and demonstrates why their methods continued to deploy until 1998 the ingrained habits of lawyers, particularly by issuing warning letters in order to safeguard witnesses who might be to blame. Under the influence of Lord Justice Salmon, the vital concern about systems and services allotted to social problems was relegated to the identification of individual blameworthiness. The book explains why the last inquiry under that system, into the events of 'Bloody Sunday' under Lord Saville's chairmanship, cost GBP200 million and took twelve and a half years (instead of two years). 'Never again', was the Government's muted cry as the method of investigating the public concern was eventually replaced by the Inquiries Act 2005, by common consent a good piece of legislation. The overriding principle of fairness to witnesses was confirmed by Parliament to those who are 'core participants' to the event, but with limited rights to participate. The public inquiry, the author asserts, is now publicly administered as a Commission of Inquiry, and is correctly regarded as a branch of public administration that focuses on the systemic question of what went wrong, as opposed to which individuals were to blame.

It was 1946. World War II was over. The thieves went to work. They drilled deviated wells from outside the East Texas Oil Field back into the oil that remained after 16 years of production. This was the oil field that supplied the oil needed for an Allied victory in 1945. The deviators continued their nefarious activity until an angry and aggressive attorney general led his posse of lawmen, including the Texas Rangers, into East Texas to stop the theft and administer Texas justice. I tell this story on the basis of 35 years of research and my father's well files. Yes, he drilled six of the nearly 400 deviated wells. I first learned of the so-called Slant-Hole scandal in late spring 1962. That's when colleagues in my research group at the University of California at Berkeley accosted me with the morning's San Francisco Chronicle. They knew my father was an East Texas oilman. One pointed to an article reporting that oilmen in East Texas had drilled 'deviated' oil wells from beyond the known productive limits of the East Texas Oil Field to steal oil.'Has your dad been stealing oil?' 'Of course, not!' I replied. I had known nothing of the illicit activity until that morning. Then a report in TIME further exposed the East Texas oil scandal that had erupted in my hometown of Longview. Here, then, for the first time, I reveal the story of how a few dozen oilmen stole up to 20 million barrels from the East Texas Oil Field. I am eager to share what I have learned and to tell the truth of the slant-hole scandal-the circumstances that made it inevitable, who did what to whom, and how the matter eventually reached its conclusion. Much of what I reveal in this book has been the tightly guarded secrets of the families of the participants so that grandchildren can be kept from knowledge of granddaddy's scandalous behavior. But most of what I reveal here lies barely hidden in the public record. The slant-hole story is a significant piece of Texas history, and it must be told before no one is left to tell it.

The Report of the Task Force on Canadian Unity rewrote Canada by reinventing patriotism, essentially inviting Canadians to imagine a new Canada. The Report itself is the product of what she calls the federal writing machine which exists to continually rewrite and thus reinvent Canada. Czernis contextual reading of the Report occurs on two levels: reading technically, she examines the Report s anonymous writing style that asks readers to imitate its own conclusions (be patriotic, buy a flag, shop at home). Gestural reading invites reading as performance. Canadians are invited to participate in reshaping Canada by reading Canada allegorically, as a social body, capable of changing its form. What a document may intend is not always the same as what is read into it. Mistakes can and do occur in the reading. Czernis suggests that these mistakes constitute a significant form of resistance to the anonymous writing machine. Weaving a Canadian Allegory will be of special interest to Canadianists, sociologists and to those involved in cultural, political and textual studies.
