Africa has been a land-based geography where European imperialism has reached its peak and a ruthless competition. At the beginning of the 19th century explorers, missionaries and those who acted against the slavery and the slave trade, excused the claims of the European imperialists to civilization on the Black Continent. The Transvaal Question and the Boer War are the name of the struggle for domination between the white inhabitants of the Dutch origin and the British colonialists, called the Boers, at the southernmost tip of the Black Continent. In other words, coming to the region later the Boerler who settled in and made this place a homeland, was a struggle against the imperialist British. This bloody war between white people on the Black Sea was followed by different motives by the ruling, intellectual and military circles in the Ottoman state. All these circles have approached the subject according to the conjuncture, their pastures, their past, their world views and interests. Accordingly, the Young Turks in the idea of ​​providing the support of Britain to the opposition movement against Abdülhamid II supported the British, which they described as the hero of liberty and democracy, while the supporters of the German anti-German supported the Boers.

The book consists of transcriptions and summary translations of two texts in, mostly, Ottoman Turkish, the first of which is the recently discovered second volume of the diary of the German orientalist Karl Sussheim, covering the years 1903-08 which he mostly spent in Istanbul. The second text is a printed memoir of a Young Turk officer called Isma'il Hakki, in which the latter discusses his life, political engagement and the resulting problems. Sussheim met Isma'il Hakki in Cairo in 1908 and kept in contact with him later. The texts offer a lively picture of Istanbul and Cairo in the early years of the 20th century, the repressive regime of Sultan Abdulhamid II and the heady days of the Young Turk revolution of July 1908.

In the 19th century, when Ottoman society met modern politics, the modern citizen who wanted to participate in the use of sovereignty emerged. The central government, with its different ethnic, religious, class, and social backgrounds, faced the different mischievous in demands of the Ottomans. Abdülhamit, who insisted on continuing the traditional approach to Ottoman rule, resorted to new methods in order to neutralize his opponents and spread the forms of old punishment. With the Revolution of 1908, the repressive rule collapsed and political freedoms began to be used by Ottoman citizens. The proclamation of liberty allowed the Young Turks to return to their hometowns during the reign of Abdulhamid II, who had fled to various provinces of the empire or had to flee abroad. This book, which focuses on the struggle for rights of exiles and deserters in the first years of the Constitutional period, tries to shed light on the life of the in victims of a form of punishment inherited from the empire.

In the Ottoman Empire, which spreads to a great geography, the development of highways has been regarded as crucial in ensuring communication between the center and the administrative units, the transportation of armies, the transport of trade caravans and the safe travel of people. The empire, which is trying to establish a strong transportation network, formed a number of institutions and service groups and established military, social and commercial facilities (such as ribat, inn, caravanserai, derbent, range) on the highways to meet the needs of passengers, caravans, journalists and armies. It has been an important contribution of all these institutions in the development of the Anatolian road network. Before the Tanzimat, the state's transportation policy consists of preserving the existing roads and repair works mostly done for military purposes. However, since the Tanzimat period, economic, political and military reasons have begun to be emphasized. The government intended to use transportation effectively, to solve the problems of trade and agriculture by giving importance to transportation. Starting from the Mahmut period, the emphasis on highway construction studies has begun. During the reign of Abdülhamit, the work in this area was intensified. The necessary infrastructure has been prepared by making some legal arrangements related to the subject. In addition, the obligation to publicly work on the construction of highways has been put in place and financial difficulties have been tried to be overcome. Halil Rifat Pasha, who wants to reach every region in the framework of "you are not the place you can not go" principle, has tried to pass the road construction projects all over Anatolia.
