Looking at Classical warfare from the perspective of the non-belligerents, Robert A. Bauslaugh brings together the scattered evidence testifying to neutral behavior among the Greek city-states and their non-Greek neighbors. Were the Argives of 480/479 B.C. really "Medizers, " as many have accused, or were they pursuing a justifiable policy of neutrality as they claimed? On what basis in international law or custom did the Corcyraeans claim non-alignment? Why were the leading belligerent states willing to accept the inclusion of a "neutrality clause" in the Common Peace of 371? These questions have not been asked by historians of international law, and the answers provide a far more complex and sophisticated picture of interstate relations than has so far been available. Despite the absence of exclusively diplomatic language, the concept of respect for neutrals appears early in Greek history and remains a nearly constant feature of Classical wars. The problems confronting uncommitted states, which have clear parallels in modern history, were balanced by widespread acceptance of the need for limitations on the chaos of warfare.

After an introductory chapter dealing with the conduct of external relations before 1909, the book examines three distinct phases of the department's development. Although the department had modest beginnings under the first under-secretary, Sir Joseph Pope (1909-1925), it was seen by his successor, O.D. Skelton, as an important instrument for the assertion of Canadian autonomy. Skelton presided over the establishment of the first Canadian diplomatic missions abroad, and was responsible for the creation of a foreign service to staff them. With the outbreak of the war in 1939, both the responsibilities and the size of the department underwent substantial organizational change under Norman Robertson, who became under-secretary after Skelton's death in 1941. Taken together, the criteria for recruitment introduced by Skelton and the reorganization which took place under Robertson gave the department many of the features which have characterized it as a branch of the Canadian government. The further development of the institution will be examined in a second volume covering the years 1946-1968. Since the prime minister was secretary of state for External Affairs during much of the period covered by volume I, the book contributes to an understanding of the operation of the Canadian government as a whole as well as of a single department. It also examines the policy making process and therefore will be of interest to students of international relations as well as of public administration.

Previous accounts of the British Foreign Office have left the impression that the diplomatic service was an insignificant appendage of the Foreign Office. Jones's study redresses the balance, demonstrating that the diplomatic service was an equal if not senior partner with the Foreign Office in the execution of British foreign policy. After a brief introduction to the history of diplomacy, Jones follows the changes wrought in the service by the intense political and social pressures of the nineteenth century. Against the background of the growth of the Victorian Civil Service and the emergence of Great Britain as a world power in the age of the Pax Britannica, Jones traces the demise of the family embassy, and of a diplomacy deeply rooted in patronage, and the corresponding development of the professional, bureaucratic elite of the Edwardian era. In case studies of the Near Eastern crisis of 1839-41, the Mason Sliddell Affair of the American Civil War, and the Dogger Bank Crisis of 1904, the volume sets forth the working environment of an embassy, both before and after the communications revolution following upon the introduction of the telegraph. Also examined are the social structures of the unreformed diplomatic service and the later, professional service. The volume will be of interest to historians of diplomacy and foreign policy, to political scientists, and to students of social change.

During the twenty years before World War I, several key figures worked to improve the foreign service and to reform its appointment system. Richard Hume Werking explores both the methods and the motives of these "master architects." Unlike other scholars, Werking finds that the foundations and general structure of the United States foreign service emerged before World War I. He sees its development as prompted less by foreign crises than by economic conditions-particularly the need to stimulate export trade. Indispensable to its growth were the dedicated efforts of bureaucrats who were loyal to national interests but wished the opportunity to do interesting work and to receive recognition when they did it well.
