Arms control remains a major international issue as the twentieth century closes, but it is hardly a new concern. The effort to limit military power has enjoyed recurring support since shortly after World War I, when the United States, Britain, and Japan sought naval arms control as a means to insure stability in the Far East, contain naval expenditure, and prevent another world cataclysm. Richard Fanning examines the efforts of American, British, and Japanese leaders -- political, military, and social -- to reach agreement on naval limitation between 1922 and the mid-1930s, with focus on the years 1927-30, when political leaders, statesmen, naval officers, and various civilian pressure groups were especially active in considering naval limits. The civilian and even some military actors believed the Great War had been an aberration and that international stability would reign in the near future. But the coming of the Great Depression brought a dramatic drop in concern for disarmament. This study, based on a wide variety of unpublished sources, compares the cultural underpinnings of the disarmament movement in the three countries, especially the effects of public opinion, through examination of the many peace groups that played an important role in the disarmament process. The decision to strive for arms control, he finds, usually resulted from peace group pressure and political expediency. For anyone interested in naval history, this book illuminates the beginnings of the arms limitation effort and the growth of the peace movement.

The creation of the North Atlantic Treaty Organization was one of the most important accomplishments of American diplomacy in countering the Soviet threat during the early days of the Cold War. Why and how such a reversal of a 150-year nonalignment policy by the United States was brought about, and how the goals of the treaty became a reality, are questions addressed here by a leading scholar of NATO. The importance of restoring Europe to strength and stability in the post-World War II years was as obvious to America as to its allies, but the means of achieving that goal were far from clear. The problem for European statesmen was how to secure much- needed American economic and military aid without sacrificing political independence. For American policymakers, in contrast, a degree of American control was seen as an essential quid pro quo. As Mr. Kaplan shows, the lengthy negotiations of 1947 and 1948 were chiefly concerned with reconciling these opposing views. For the Truman administration, the difficulties of achieving a treaty acceptable to the allies were matched by those of winning its acceptance by Congress and the public. Warfare and dislocation are obvious features of the break-up of the late Roman West, but this crucial period of change was characterized also by communication and diplomacy. The great events of the late antique West were determined by the quieter labours of countless envoys, who travelled between emperors, kings, generals, high officials, bishops, provincial councils, and cities. This book examines the role of envoys in the period from the establishment of the first 'barbarian kingdoms' in the West, to the eve of Justinian's wars of re-conquest. It shows how ongoing practices of Roman imperial administration shaped new patterns of political interaction in the novel context of the earliest medieval states. Close analysis of sources with special interest in embassies offers insight into a variety of genres: chronicles, panegyrics, hagiographies, letters and epitaph. While territorial disputes have been an enduring feature of international politics for centuries, systematic knowledge about the origins, evolution, and termination of such disputes is limited. In Standing Your Ground: Territorial Disputes and International Conflict, Paul Huth, through an examination of 129 territorial disputes between 1950 and 1990, provides clear and compelling answers to such questions as: When are international borders likely to be disputed? When are territorial disputes likely to escalate to high levels of conflict? When will disputes be settled peacefully by compromise and concessions? Presented here is a new theoretical approach for analyzing the foreign policy behavior of states that integrates insights from traditional realist as well as domestic politics approaches to the study of foreign policy. Huth's approach is premised on the belief that powerful explanations of security policy must be built on the recognition that foreign policy leaders are domestic politicians who are very attentive to the domestic implications of foreign policy actions. Hypotheses derived from this new modified realist model are then empirically tested by a combination of statistical and case study analysis.

Looking at Classical warfare from the perspective of the non-belligerents, Robert A. Bauslaugh brings together the scattered evidence testifying to neutral behavior among the Greek city-states and their non-Greek neighbors. Were the Argives of 480/479 B.C. really "Medizers, " as many have accused, or were they pursuing a justifiable policy of neutrality as they claimed? On what basis in international law or custom did the Corcyraeans claim non-alignment? Why were the leading belligerent states willing to accept the inclusion of a "neutrality clause" in the Common Peace of 371? These questions have not been asked by historians of international law, and the answers provide a far more complex and sophisticated picture of interstate relations than has so far been available. Despite the absence of exclusively diplomatic language, the concept of respect for neutrals appears early in Greek history and remains a nearly constant feature of Classical wars. The problems confronting uncommitted states, which have clear parallels in modern history, were balanced by widespread acceptance of the need for limitations on the chaos of warfare.

This study examines the history of European peace movements from the end of the Napoleonic wars to the beginning of the First World War, analysing their methods and influence, and examining their ideological underpinnings and internal conflicts.

After an introductory chapter dealing with the conduct of external relations before 1909, the book examines three distinct phases of the department's development. Although the department had modest beginnings under the first under-secretary, Sir Joseph Pope (1909-1925), it was seen by his successor, O.D. Skelton, as an important instrument for the assertion of Canadian autonomy. Skelton presided over the establishment of the first Canadian diplomatic missions abroad, and was responsible for the creation of a foreign service to staff them. With the outbreak of the war in 1939, both the responsibilities and the size of the department underwent substantial organizational change under Norman Robertson, who became under-secretary after Skelton's death in 1941. Taken together, the criteria for recruitment introduced by Skelton and the reorganization which took place under Robertson gave the department many of the features which have characterized it as a branch of the Canadian government. The further development of the institution will be examined in a second volume covering the years 1946-1968. Since the prime minister was secretary of state for External Affairs during much of the period covered by volume I, the book contributes to an understanding of the operation of the Canadian government as a whole as well as of a single department. It also examines the policy making process and therefore will be of interest to students of international relations as well as of public administration.

Previous accounts of the British Foreign Office have left the impression that the diplomatic service was an insignificant appendage of the Foreign Office. Jones's study redresses the balance, demonstrating that the diplomatic service was an equal if not senior partner with the Foreign Office in the execution of British foreign policy. After a brief introduction to the history of diplomacy, Jones follows the changes wrought in the service by the intense political and social pressures of the nineteenth century. Against the background of the growth of the Victorian Civil Service and the emergence of Great Britain as a world power in the age of the Pax Britannica, Jones traces the demise of the family embassy, and of a diplomacy deeply rooted in patronage, and the corresponding development of the professional, bureaucratic elite of the Edwardian era. In case studies of the Near Eastern crisis of 1839-41, the Mason Sliddell Affair of the American Civil War, and the Dogger Bank Crisis of 1904, the volume sets forth the working environment of an embassy, both before and after the communications revolution following upon the introduction of the telegraph. Also examined are the social structures of the unreformed diplomatic service and the later, professional service. The volume will be of interest to historians of diplomacy and foreign policy, to political scientists, and to students of social change.

During the twenty years before World War I, several key figures worked to improve the foreign service and to reform its appointment system. Richard Hume Werking explores both the methods and the motives of these "master architects." Unlike other scholars, Werking finds that the foundations and general structure of the United States foreign service emerged before World War I. He sees its development as prompted less by foreign crises than by economic conditions-particularly the need to stimulate export trade. Indispensable to its growth were the dedicated efforts of bureaucrats who were loyal to national interests but wished the opportunity to do interesting work and to receive recognition when they did it well.

In a companion volume to Pacifism in the United States, Peter Brock surveys the history of the pacifist movement in Europe from the beginning of the Christian era to the First World War. His detailed narrative is directed to the activities--and the beliefs that motivated them--of these sects in particular: the Czech Brethren of the late Middle Ages; the radical Anabaptists of the Protestant Reformation; their less militant offshoot, the Mennonites; the Quakers of Cromwell's England; and the Tolstoyans of nineteenth-century Russia. Mr. Brock concludes his account with a working definition of normative pacifism, a typology of pacifism, and a discussion of the factors present in the genesis and decay of pacifist groups.
