In Corruption in Latin America the reader is presented with an alternative starting point for understanding corruption in this key region. The author asserts that corruption is a stable and rational social and organizational mechanism. Seen through this lens, we can begin to understand why it persists, and how to implement strategies to control corruption effectively. Beginning with an in-depth, nuanced examination of the concept of corruption, the author establishes the theoretical basis for viewing corruption as a social construct. An analysis of the experiences of four countries in the region - Argentina, Brazil, Guatemala and Mexico - provides the reader with concrete data from which they can understand how and why these behaviors are reproduced, validated, and tolerated in everyday settings between governments and citizens, governments and firms, and firms and clients. Absent Mandate develops the crucial concept of policy mandates, distinguished from other interpretations of election outcomes, and addresses the disconnect between election issues and government actions. Emphasizing Canadian federal elections between 1993 and 2015, the book examines the Chretien/Martin, Harper and Trudeau governments and the campaigns that brought them to power. Using data from the Canadian Election Studies and other major surveys, Absent Mandate documents the longstanding volatility in Canadian voting behaviour. In 1965, after a coup led by Jose de Magalhaes Pinto and others, the military dictatorship closed down all the Brazilian political parties that had been active since 1945. The regime then allowed the creation of just two parties, one pro-government and the other an opposition party. This book analyzes the history of the National Renewal Alliance (Alianca Renovadora Nacional ARENA), the party created to support the military government. ARENA included the main leaders of Brazils previously existing conservative parties. Its early years were marked by political uncertainty as the military regime engaged with the pro-government party. The militarys intervention in the political field brought about disagreements regarding autonomy and policy, and politicians and leaders unwilling to toe the military line were circumscribed through removal from office and the stripping of political rights via decree. Lucia Grinberg sets out to explain how the legitimacy of the party was viewed by different parties (especially the opposition) and at different times, up to ARENAs dissolution in 1979. Issues of constitution, ideology, party loyalty, amnesty, and the gamut of political representation pervade its historiography. And not least the way the country, at all political, social and media levels, viewed the party. Drawing on abundant historical documents, the book makes a unique contribution to the comparative study of political parties in dictatorships. The Brazilian case is exceptional among the Latin American dictatorships of the 1960s and 70s, since the representative political institutions were preserved, despite the loss of prerogatives of the Legislative Branch.

As one of South America's larger capital cities, Lima, Peru, is remarkably understudied as a demographic and economic entity unto itself. In this important book, Henry Dietz presents an in-depth historical, sociological, and political analysis of a major Latin American city in the post-World War II period. Dietz examines electoral data for Lima's districts from six censuses conducted between 1940 and 2007, framed against a backdrop of extensive demographic data for the city, to trace the impact of economic collapse and extended insurgency on Lima and its voters. Urbanization in Lima since World War II has at times been rapid, violent, and traumatic, and has resulted in marked social inequalities. Dietz looks at how equity across the city has not in general improved; Lima is today segregated both spatially and socially. Dietz asks if and how a high degree of segregation manifests itself politically as well as socially and spatially. Do urban dwellers living under profound and enduring social segregation consistently support different parties and candidates? As institutional political parties have faded since the 1990s and have been replaced by personalist movements, candidacies, and governments, Dietz explores how voters of different social classes behave. The result is a vital resource for researchers seeking well-contextualized information on elections and economics in Peru. Corruption is one of the most prominent issues in Latin American news cycles, with charges deciding the recent elections in Mexico, Brazil, and Guatemala. Despite the urgency of the matter, few recent historical studies on the topic exist, especially on Mexico. For this reason, Christoph Rosenmuller explores the enigma of historical corruption. By drawing upon thorough archival research and a multi-lingual collection of printed primary sources and secondary literature, Rosenmuller demonstrates how corruption in the past differed markedly from today. Corruption in Mexico's colonial period connoted the obstruction of justice; judges, for example, tortured prisoners to extract cash or accepted bribes to alter judicial verdicts. In addition, the concept evolved over time to include several forms of self-advantage in the bureaucracy. Rosenmuller embeds this important shift from judicial to administrative corruption within the changing Atlantic World, while also providing insightful perspectives from the lower social echelons of colonial Mexico.

The growth of institutional capacity in the developing world has become a central theme in twenty-first-century social science. Many studies have shown that public institutions are an important determinant of long-run rates of economic growth.
