" L'enquête de Norah Benarrosh-Orsoni nous plonge, comme dans un roman, au coeur de la vie quotidienne de familles roms installées à Montreuil. On y découvre le surprenant parcours de personnes vivant dans deux pays, que l'on suit en région parisienne, dans les villages roumains et sur les routes qui relient l'Est et l'Ouest. Ils y déploient des trésors d'imagination pour vivre ensemble malgré la distance, s'approprier différents espaces de vie, concevoir et construire peu à peu leur maison ici et là-bas. Dans un contexte français de forte polarisation autour de politiques publiques répressives ou inclusives, cette recherche prend à rebours les approches attendues, privilégiant les parcours individuels et familiaux pour donner à voir un processus migratoire en train de s'inventer. Examinant par le menu les usages, circulations et détournements des objets au sein des espaces domestiques, l'anthropologue décrit la mise en place d'une véritable économie de prestige, dans laquelle les colis et cadeaux en direction des parents ratés au village prennent une place prépondérante. Parmi les signes de réussite matérielle, la maison, rénovée ou construite en Roumanie, fait office d'emblème. Cette maison semble devoir vivre dans un état de perpétuel inachèvement, comme pour souligner combien le projet de vie de ses propriétaires est toujours, lui aussi, en devenir. Ces maisonnées roms, devenues transnationales, racontent l'histoire d'un double ancrage, comparable à d'autres migrations contemporaines. Despite an increase in the number of EU and government initiatives in their favor, the situation of Roma in Europe has only worsened. This book explores the many miscalculations, misconceptions, and blunders that have led to this failure. For Hungary, the Czech Republic, and Romania, Rostas shows how policy makers in each country mishandled already confused EU policy, from failing to define "Roma" to not having a way to evaluate their own progress. Rostas further argues that the alleged successes of these policies were the product of poor information and sometimes outright deception. Examining perennial topics among Roma like school segregation and political representation, the author shows how often the so-called "success" of Roma policies can be fallacious and simply pave the way for further problems. Rostas maintains that when the EU's Framework for Roma program comes to an end in 2020, there must be a fundamental shift in policy for there to be any real improvement for Roma. Policy makers will have to address Roma issues not only in terms of poverty and social exclusion but also in terms of the particular nature of Romani ethnic identity. This shift requires reconceiving Roma as a "politically insular minority" and rearranging the power dynamics of local government to ensure that when the new era of Roma policy begins Roma themselves will have a voice in its formulation.

This book deals with the social exclusion of Romanies (`Gypsies') in Italy. Based on interviews with Romani individuals, institutional and Civil Society Organisations' (CSOs) representatives, participant observation and a broad range of secondary sources, the volume focuses on the conditions of those living in Rome's urban slums and on the recent implementation of the so-called `Emergenza Nomadi' (Nomad Emergency). The enactment of this extraordinary measure concealed the existence of a long-established institutional tradition of racism and control directed at Romanies. It was not the result of a sudden, unexpected situation which required an immediate action, as the declaration of an `emergency' might imply, but rather of a precise government strategy. By providing an investigation into the interactions between Romanies, local institutions and CSOs, this book will deliver a new perspective on the Romani issue by arguing that the `camp' is not only a tool for institutional control and segregation, but also for `resistance', as well as a huge business in which everyone plays their part.

Economic arrangements of Romanies are complexly related to their social position. The eviction at Dale Farm in the UK in 2011 brought the conflicting issues relating to Gypsy and Traveller accommodation to the attention of the world's media. This is a scholarly account of the shaping of Gypsy identity in the UK, contextualised in terms of recent and historic tendencies to either misrepresent or misrecognise Gypsy culture. The collapse of communism and the process of state building that ensued in the 1990s have highlighted the existence of significant minorities in many European states, particularly in Central Europe. In this context, the growing plight of Europe's biggest minority, the Roma (Gypsies), has been particularly salient. Traditionally dispersed, possessing few resources and devoid of a common "kin state" to protect their interests, the Roma have often suffered from widespread exclusion and institutionalized discrimination. Politically underrepresented and lacking popular support amongst the wider populations of their host countries, the Roma have consequently become one of Europe's greatest "losers" in the transition towards democracy. Against this background, the author examines the recent attempts of the Roma (Gypsies) in Central Europe and their supporters to form a political movement and to influence domestic and international politics. On the basis of first-hand observation and interviews with activists and politicians in the Czech Republic, Hungary and Slovakia, he analyzes connections between the evolving state policies towards the Roma and the recent history of Romani mobilization. In order to reach a better understanding of the movement's dynamics at work, the author explores a number of theories commonly applied to the study of social movements and collective action.
