"Kudüs'te Hristiyanların Kutsal Yerler'inde ilan edilen 1852 Osmanlı statükosu, birçok araştırmacının ilgisini çekmekte olup, Kudüs'te Osmanlı idaresinden sonra gelen yönetimler tarafından örnek alınan bir düzenlemedir. Elinizdeki bu çalışma, 1852 Osmanlı statükosunun temelini teşkil eden bir rapor üzerinde odaklanmıştır. 1850 yılında Fransa, Kutsal Yerler'de vaktiyle Latinlere ait olan ve daha sonra Rumlara verilen bazı hakların geri verilmesini istemiştir. Osmanlı Devleti, Fransa'nın bu isteğini hemen reddetmek yerine meselenin ayrıntılı olarak incelenmesi için askerî ve idari yöneticilerden oluşan bir komisyon kurmuştur. Komisyon Kutsal Yerler'de Rum, Ermeni ve Latin kiliselerinin haklarını belirlemek için daha önce kiliselere verilen ferman, emr-i âli ve hüccet türünden belgeleri incelemiştir. Nihayetinde kitabımızda çevirisi yapılan Rum, Latin, Ermeni, Süryani, Kıpti ve Habeş cemaatlerinin Kutsal Yerler'de haklarını ve muafiyetlerini gösteren rapor hazırlanmıştır. Bu rapor sayesinde her Hristiyan cemaatin haklarını ve muafiyetlerini belirleyerek kendi aralarındaki çatışmalara bir son vermeyi ve bu düzenlemeyi devam ettirmeyi amaçlamıştır. Bu çalışma Kudüs'te "Kutsal Yerler" tabiri içinde değerlendirilen yerlerin nereler olduğu, bu yerlerin hangisinde hangi cemaatin hakları olduğu, fermanlarla güvence altına alınan hakların neler olduğunu ortaya koymaktadır."--Back cover.
The 1852 Ottoman status quo, declared in the Holy Places of Christ in Jerusalem, attracts the attention of many researchers and is an example taken by the administrations after the Ottoman rule in Jerusalem. This study has focused on a report that is the basis of the 1852 Ottoman status quo. In 1850, France called for the return of certain rights belonging to the Latins in the Holy Land and later to the Greeks. Instead of rejecting this request of France, the Ottoman Empire established a commission composed of military and administrative administrators to examine the issue in detail. In the Holy Places, the Commission examined the documents of the edicts of the Greek, Armenian and Latin churches that were previously issued to churches. Finally, a report on the rights and exemptions of the Greek, Latin, Armenian, Syriac, Coptic and Ethiopian communities translated in the book was published. This report aims to put an end to the conflicts among themselves by determining the rights and exemptions of each Christian community and to continue this arrangement. This study shows where the places in Jerusalem are considered as "Holy Places", which congregation is the rights of these places and what rights are guaranteed by the edicts.
