This new edition of Methods of Environmental Impact Assessment is a practical up-to-date explanation and guide to how EIAs are, and should be, carried out for specific environment components (e.g. air, water, ecological systems, socio-economic systems). For each component, it includes a discussion of relevant regulations and standards, how baseline surveys are conducted, how impact predictions are made, what mitigation measures can be used, how the effectiveness of such measures should be monitored, and the limitations of the methods. This new edition has a new second part, consisting of chapters on 'cross-cutting' methods that can be applied to, and can often facilitate integration between, many of the environmental components discussed in the first part. Very few books exist on how EIA should be carried out for specific environmental components. Whereas its sister volume, Introduction to Environmental Impact Assessment, concentrates on the EIA principles, procedures and prospects, Methods of the Environmental Impact Assessment concentrates on the methods applied for the environmental components. It does not attempt to make specialists of its readers, but aims to foster better communication between experts, a better understanding of how EIAs should be carried out, and better EIA-related decisions. Taken together, the two books provide a comprehensive coverage of the theory and practice of EIA. Written by practising specialists, who founded and teach a highly regarded MSc course in environmental assessment and management, and by experts from major consultancies and local government, the book will be invaluable for: people who organize, review, and make decisions about EIA; environmental planners and managers; students taking first degrees in planning, ecology, geography, environmental studies and related subjects with an EIA content; and postgraduate students taking courses in EIA or environmental management. Riki Therivel, Paul Morris, John Glasson, Andrew Chadwick, Mike Breslin, Jeremy Richardson, Greg Callagham, Rosemary Braithwaite, David Hopkins, Philip Grover, Derek Elsom Martin Hodson, Chris Staplet.

- Summary
-
In their Kyiv resolution on biodiversity, the European environment ministers agreed to complete the identification of all high nature value farmland areas by 2006 and committed themselves to support their economic and ecological viability. A high nature value farmland indicator is currently under preparation. This report highlights the preliminary results of this indicator and analyses the current targeting by policy measures. Preliminary estimates indicate that roughly 15-25 per cent of the European countryside qualifies as high nature value farmland and it is found that current policy measures appear insufficient to prevent further decline and this to reach the 2010 biodiversity target. It should be kept in mind though that the current data do not allow for detailed geographical analysis. A major effort is needed to fill the data gaps and the targeting and effectiveness of support measures.

This report summarises ten selected issues from the European Environment Agency's Transport and Environment Reporting Mechanism (TERM) set of transport and environment integration indicators (which mostly go back to 1990). The aim is to highlight the main challenges to reducing the environmental impacts of transport over the coming years in all 31 EEA member states. It also evaluates the indicator trends with respect to progress towards existing EU objectives and targets from policy documents and directives. Issues include: growing transport volumes, air pollution emissions from road transport, greenhouse gas emissions from road and air transport, alternative fuels policies, transport pricing, transport infrastructure development and habitat conservation.

This report contributes to the debate on climate change and policy development to promote sustainable energy use, by giving an assessment of possible greenhouse gas emission reduction pathways made feasible by global action and a transition to a low-carbon energy system in Europe by 2030. It analyses trends and projections for emissions of greenhouse gases and the development of underlying trends in the energy sector; and also discusses policy options to facilitate a cost-effective transition to a low-carbon energy system.

66. Effectiveness of packaging waste management systems in selected countries : an EEA pilot study [2005]
- Copenhagen : European Environment Agency, 2005.
- Description
- Book — 91 p. : ill. ; 30 cm.
- Summary
-
Packaging waste is an important and growing waste stream. The amended Packaging and Packaging Waste Directive has recently been adopted, and work is underway to develop EU thematic strategies on waste prevention and recycling and on the sustainable use and management of natural resources. The Packaging and Packaging Waste Directive (hereafter: packaging directive) is one of the few environmentally-related directives to contain directly measurable, quantitative targets. It has now been in place for ten years and this is an opportune time to take stock of this important policy area. The EEA has conducted a pilot study of the effectiveness of packaging waste management systems in five EU Member States, with the aim of gaining practical and concrete experience of ex-post policy effectiveness evaluation, and to track progress in this policy area.

67. Effectiveness of urban wastewater treatment policies in selected countries : an EEA pilot study [2005]
- Copenhagen : European Environment Agency, 2005.
- Description
- Book — 51 p. : ill. ; 30 cm.
- Summary
-
Water pollution caused by wastewater persists despite three decades of effort to clean up European surface waters and despite the requirements of the Urban Waste Water Treatment Directive (UWWTD). Several EU Member States have yet to satisfy the requirements of the directive. A European Commission report released in 2004 noted that several countries had failed to designate sensitive areas and were behind schedule in establishing the capacity of sewage treatment as required by the directive deadlines in 1998 and 2000. As the next deadline is approaching at the end of 2005, for extending sewage treatment to urban areas with more than 2000 inhabitants, the EEA has acknowledged the need to improve our understanding of the inherent implementation problem. This pilot study examines the water quality situation and objectives of 6 Member States of the EU, including, Denmark, France, The Netherlands, Spain, Estonia and Poland, with a comparative analysis and conclusions.

This report presents data on waste shipments within Europe and out of Europe (mainly EU countries are covered) for both so called notified waste (mostly hazardous and problematic waste) as well as for non-hazardous waste. It presents drivers for shipments but also gaps that still exist in our knowledge as regards some waste streams (such as e-waste) or what influence shipments have on the environment. It also presents some illegal shipments issues. A main conclusion is that more detailed reporting on waste shipments to the EU Commission would enable us to obtain a better understanding of shipments and their nature.

- Summary
-
Despite the vast amount of water on the planet, decades of unsustainable management mean that water shortages have reached crisis point in many regions. Globally, humans appropriate more than 50 % of all renewable and accessible freshwater, while billions still lack the most basic water services (Pacific, 2009). Until now, most Europeans have been insulated from the social, economic and environmental impacts of severe water shortages. But as demand increases and the global climate changes, is Europe becoming more susceptible?
