This book features a collection of extended papers based on presentations given at the SimHydro 2019 conference, held in Sophia Antipolis in June 2019 with the support of French Hydrotechnic Society (SHF), focusing on "Which models for extreme situations and crisis management?" Hydraulics and related disciplines are frequently applied in extreme situations that need to be understood accurately before implementing actions and defining appropriate mitigation measures. However, in such situations currently used models may be partly irrelevant due to factors like the new physical phenomena involved, the scale of the processes, and the hypothesis included in the different numerical tools. The availability of computational resources and new capacities like GPU offers modellers the opportunity to explore various approaches to provide information for decision-makers. At the same time, the topic of crisis management has sparked interest from stakeholders who need to share a common understanding of a situation. Hydroinfomatics tools can provide essential information in crises; however, the design and integration of models in decision-support systems require further development and the engagement of various communities, such as first responders. In this context, methodologies, guidelines and standards are more and more in demand in order to ensure that the systems developed are efficient and sustainable. Exploring both the limitations and performance of current models, this book presents the latest developments based on new numerical schemes, high-performance computing, multiphysics and multiscale methods, as well as better integration of field-scale model data. As such, it will appeal to practitioners, stakeholders, researchers and engineers active in this field.

Techniques developed over 50 years ago for the design of new dams are still commonly used in the safety analysis of existing dams. Whereas such a simplistic approach could have been justified under better economic conditions, the deterioration of old dams, and the financial constraints of the 90s, require more advanced analytical techniques. Given the high cost of remedial works, prior modern investigation is highly desirable. "Là où l'eau est rare, donc précieuse, il s'agit d'en maîtriser le flot pour la diriger où elle est utile, la retenir pour l'accumuler, puis la redistribuer le moment venu de manière efficace. Dans cette perspective, les barrages constituent un outil privilégié, mais d'une grande diversité. Le choix de leur implantation est essentiel, comme celui des techniques de construction mises en oeuvre, parfois très simples, des murets de pierre, ou plus élaborées. Des dispositifs permettent alors de rejeter l'eau en excédent, de prélever celle qui est retenue, ou de vidanger l'ouvrage. En Afrique du Nord, les barrages font partie des installations dont les traces ont été recherchées dès les premières explorations archéologiques, dans la perspective qui était alors celle d'une réactivation des techniques hydrauliques développées par les Romains. Les diverses enquêtes conduites en Algérie et en Tunisie n'ont pas manqué d'en relever les vestiges. Il a donc paru intéressant, dans le cadre d'un programme de recherche consacré à l'eau dans les villes et les campagnes de l'Afrique du Nord ("EauMaghreb") de l'Agence nationale de la recherche, de reprendre ce dossier pour tenter d'apprécier l'état des vestiges et ce que l'on peut savoir des techniques utilisées, sous le regard croisé des archéologues, des historiens et des géographes. Mais il a également semblé pertinent, pour mieux dégager le caractère de ces aménagements dans le Maghreb antique, de les confronter à ceux d'autres régions dans lesquelles la situation est très favorable : la péninsule Ibérique, mais aussi la péninsule Arabique et les zones arides de Syrie, de Jordanie et d'Israël, qui comptent un grand nombre de barrages antiques ou proto-islamiques présentant une parenté évidente. Dans ces régions en effet, une vingtaine de barrages, souvent très spectaculaires, sont situés dans le temps de manière précise grâce à une inscription de fondation qui donne une date ou fait mention d'un personnage connu. Ils offrent donc des repères chronologiques très précieux qui manquent ailleurs, notamment pour dater l'apparition de certaines innovations techniques et pour préciser les caractéristiques de ces ouvrages. Le colloque avait donc rassemblé spécialistes du monde romain occidental, du Levant et de l'Arabie, dont ce volume présente les travaux."--P. [4] of cover.
