"Cambition qui a présidé au cycle des trois conférences internationales WATARID (Water, Ecosystems and Sustenable Development in Arid and Semi-arid Zones), organisées par l'Université du Xinjiang en Chine en 2006, par l'Université de Téhéran en 2009 et par I'EPHE en 2011 à Paris, fut de rechercher une approche délibérément systémique des usages et des politiques de l'eau. Les trois établissements fondateurs de ce programme de recherche, devenu international, sur la "Maîtrise de l'Eau" ont voulu rassembler autour d'un même objet complexe, "l'eau en région aride", des scientifiques aux compétences plurielles, tous mobilisés sur la modélisation du système "Usage de l'eau", quelle que soit l'échelle d'approche (mondiale, régionale ou locale). Cette nouvelle approche doit nous permettre de mieux comprendre un fonctionnement complexe sans jamais oublier que les hommes et les sociétés, leurs perceptions et leurs usages, doivent être considérés comme des constituants à part entière du modèle.
