In Accessible Elections, Michael Ritter and Caroline J. Tolbert explore the wide variation from state to state in convenience voting methods and provide new empirical analysis of the beneficial effects of these policies, not only in boosting participation rates overall, but in increasing voter turnout for disadvantaged groups. The authors measure both convenience methods and implementation of the laws, and explore how elections are conducted across the fifty states, where average turnout has varied more than 25 percentage points over the past four decades. The authors also draw on national voter files with millions of cases and vote histories of the same individuals over time in order to show the real effects of election reform and to make a case for how state governments can modernize their electoral practices, increase voter turnout, and make the experience of voting more accessible and equitable. "This book is an analysis of Indonesia's civil-military relations in the post-1998 reform era. It focuses on the political thinking of the Indonesian Army during the time of democratic consolidation. The book examines the army (Tentara Nasional Indonesia Angkatan Darat, TNI AD), a pivotal player in the political scene of Indonesian state, and the aspect of military ideology development. Based on in-depth interviews with civilian and military figures and applying the methodology of utilised process tracing and empirical analysis surrounding the appearance of military thinking, the book argues that the Indonesian military pursues to sustain its political power by propagating a set of values construed as moral compass for all members of society. How middle-class economic dependence on the state impedes democratization and contributes to authoritarian resilience Conventional wisdom holds that the rising middle classes are a force for democracy. Yet in post-Soviet countries like Russia, where the middle class has grown rapidly, authoritarianism is deepening. Challenging a basic tenet of democratization theory, Bryn Rosenfeld shows how the middle classes can actually be a source of support for autocracy and authoritarian resilience, and reveals why development and economic growth do not necessarily lead to greater democracy. In pursuit of development, authoritarian states often employ large swaths of the middle class in state administration, the government budget sector, and state enterprises. "The conventional wisdom is that a growing middle class will give rise to democracy. Yet the middle classes of the developing world have grown at a remarkable pace over the past two decades, and much of this growth has taken place in countries that remain nondemocratic. Rosenfeld explains this phenomenon by showing how modern autocracies secure support from key middle-class constituencies. Presidential campaigns in recent years have shifted their strategy to focus increasingly on base partisans, a shift that has had significant consequences for democracy in America. Over the past few decades, political campaign strategy in US elections has experienced a fundamental shift. Campaigns conducted by both Republicans and Democrats have gradually refocused their attention increasingly toward their respective partisan bases. In Bases Loaded, Costas Panagopoulos documents this shift toward base mobilization and away from voter persuasion in presidential elections between 1956 and 2016. His analyses show that this phenomenon is linked to several developments, including advances in campaign technology and voter targeting capabilities as well as insights from behavioral social science focusing on voter mobilization. Demonstrating the broader implications of the shift toward base mobilization, he links the phenomenon to growing turnout rates among strong partisans and rising partisan polarization. Because of the overarching shadow of 'the state' in all things diplomatic, traditional diplomatic history has neglected the study of any actors in foreign relations other than state diplomats, such as ambassadors. Burning at Europe's Borders: An Ethnography on the African Migrant Experience in Morocco draws a close lens on our global migrant and refugee crisis and the world's largest population of migrants and refuges. The author examines the process of "the burning" among those who have fled violent conflict and extreme poverty across the African continent and now find themselves trapped under brutal conditions at Europe's southernmost borders in North Africa. "Hrig, " the Arabic term for "illegal immigration, " translates to "burning." It signifies migrants' physical burning of identification papers, in order to avoid repatriation if arrested on their long journeys north, but also the symbolic burning of their past lives in hopes of reaching a better future on European shores. This book exposes the political agreements that have led to Europe's control over African borders and the illicit practices that continue to mold Morocco, Algeria, and Libya into holding cells for the world's most vulnerable. The creative mixed-methods project design included over three years of ethnographic research in African smuggling rings, hidden migrant camps, and EU-funded detention centers; a large-scale demographic survey of the region; oral history and what the author terms "oral future" collection; and community filmmaking practices. Burning at Europe's Borders introduces new ways of engaging in anthropological research in the modern era, weaving individual human stories and images into the analysis of global migration flows at our world's most critical border crossings. As China takes up the mantle of a global power, its diplomatic policy has changed significantly as it assumes a role of regional leadership. Until recently, China has not tended to talk about its developmental strategy as a model for others to follow. Since the rise of Xi Jinping this has changed, and the state has become more open in sharing its developmental experiences with its neighbours. This has become an important part of China's diplomatic relations with other countries in East Asia. Beijing has also emphasized people-to-people diplomacy, with outward tourism and other exchanges of peoples seen as an important part of building stronger relations with its neighbours. The chapters in this book all address different elements of this strategy, looking at China's bilateral relationships with other East Asian countries in terms of developmental relations and the increasing mutual exposure of their citizens. This book will be of great interest to scholars of Chinese diplomacy, especially those with a particular interest in soft power.

In The CIA in Ecuador Marc Becker draws on recently released US government surveillance documents on the Ecuadorian left to chart social movement organizing efforts during the 1950s. Emphasizing the competing roles of the domestic ruling class and grassroots social movements, Becker details the struggles and difficulties that activists, organizers, and political parties confronted. He shows how leftist groups, including the Communist Party of Ecuador, navigated disagreements over tactics and ideology, and how these influenced shifting strategies in support of rural Indigenous communities and urban labor movements. He outlines the CIA's failure to understand that the Ecuadorian left was rooted in local social struggles rather than bankrolled by the Soviet Union. By decentering US-Soviet power struggles, Becker shows that the local patterns and dynamics that shaped the development of the Ecuadorian left could be found throughout Latin America during the cold war.

The United States is entering a new era of progressive state citizenship, with California leading the way. A growing number of states are providing expanded rights to undocumented immigrants that challenge conventional understandings of citizenship as binary, unidimensional, and exclusively national. In Citizenship Reimagined, Allan Colbern and S. Karthick Ramakrishnan develop a precise framework for understanding and measuring citizenship as expansive, multi-dimensional, and federated - broader than legal status and firmly grounded in the provision of rights. Placing today's immigration battles in historical context, they show that today's progressive state citizenship is not unprecedented: US states have been leaders in rights expansion since America's founding, including over the fight for black citizenship and women's suffrage.
