Citizenship has both a vertical and a horizontal dimension. The vertical links individuals to the state by reinforcing the idea that it is "their" state - that they are full members of an ongoing association that is expected to survive the passing generations. Accordingly their relation to the state is not narrowly instrumental but is supported by a reservoir of loyalty and patriotism that gives legitimacy to the state. The horizontal relationship is the positive identification with fellow citizens as valued members of the same civic community. Here citizenship reinforces empathy and sustains solidarity through its official endorsement of who counts as "one of us". Citizenship, therefore, is a linking mechanism that in its most perfect expression binds the citizenry to the state and to each other. In "Citizenship, Diversity and Pluralism" leading scholars assess the transformation of these two dimensions of citizenship in increasingly diverse and plural modern societies, both in Canada and internationally. Subjects addressed include the changing ethnic demography of states, social citizenship, multiculturalism, feminist perspectives on citizenship, aboriginal nationalism, identity politics, and the internationalization of human rights.

Government of the Shadows analyses the concept of clandestine government. It explores how covert political activity and transnational organised crime are linked -- and how they ultimately work to the advantage of state and corporate power. The book shows that legitimate government is now routinely accompanied by extra-governmental covert operations. Using a variety of case studies, from the mafia in Italy to programmes for food and reconstruction in Iraq, the contributors illustrate that para-political structures are not 'deviant', but central to the operation of global governments. The creation of this truly parallel world-economy, the source of huge political and economic potential, entices states to undertake new forms of regulation, either through their own intelligence agencies, or through the more shadowy world of criminal cartels.

In this volume thirteen American and European scholars show how a variety of mathematical tools may be used to attack major questions in the history of parliamentary behavior. Their essays treat key topics related to the varied but comparable circumstances of seven countries. E-government is now a central theme in information society at all levels: local, national, regional and even global. It can be defined as a transformation of public-sector internal and external relationships through use of information and communication technology (ICT) to promote greater accountability of the Government, increase efficiency and cost-effectiveness and create a greater constituency participation. Countries of the Asian and Pacific region engage in e-government, as they provide cost-effective government-related information via Web sites and most have already developed a national e-government strategy. This Regional Workshop on Implementing E-government was organized to prepare the countries in the Asian and Pacific region to take up this challenge and/or assist them to improve their e-government programmes.
