This book examines the relationship between corruption scandals and transitional processes in post-Milosevic Serbia after 2000. The study challenges the view that corruption has always been understood as a conflict between private interests and the public good, as these concepts are defined in Western democracies, and explores how anti-corruption discourse has been used for political mobilisation. Through an examination of high-profile political scandals in Serbia, the author shows how the meaning of corruption changed over time. In the early 2000s, corruption focused on the legacy of Milosevic's rule and was identified through the public's limited access to the privatisation process. By the end of the decade, conceptualisations of corruption in public debate were so diversified that each anti-corruption measure undertaken by the state was interpreted as an act of corruption by other voices in the discourse. The book will appeal to students and scholars interested in corruption studies, discourse analysis and Balkan politics.

This book addresses the process of decentralization in Italy, examined from the perspective of political parties. In particular, it assesses whether and to what extent the dynamics of party competition are likely to shape policy agenda and affect policy change. The author starts by providing a thorough account of the process and history of Italian decentralization and the policy outcomes achieved over time, before discussing how party attention to an issue triggers related policy changes (manipulation of salience). Next, the focus shifts to the concrete positions adopted by parties on decentralization to assess whether the pattern of party competition has been consensual or adversarial, and how this pattern influenced the process of reform (manipulation of position). Finally, the author examines the role of frames in party competition. This volume offers essential research that will prove useful to a variety of audiences, ranging from scholars of territorial and Italian politics to those interested in agenda-setting, policy change, and party politics.

â Emmanuel Macron's victory in the 2017 presidential elections represents one of the most important disruptions to French political life since the establishment of the Fifth Republic. This book analyses the political opportunities enabling a neophyte to conquer the Elysee, and the conditions leading to the unprecedented presidential runoff between this centrist EU enthusiast and pro-globalization candidate and the nationalistic/populist alternative embodied by Marine Le Pen. The book begins by considering trends in party competition and presidentialism in modern France, notably presidential primaries and their impact on party competition. It then moves to considering the role traditional explanatory factors in elections, namely policies and voter profiles, played in the result. Finally, it examines the dynamics of President Macron's success in the legislatives, and how he dominated the traditional party blocs. This book will appeal to students of French politics as well as those interested in electoral behaviour and European political systems.

Conservative plans for a coalition government, a snap General Election, prime ministers considering whether to resign after an electoral or referendum defeat, and the prospect of Labour and Conservative deals with the Liberals, SNP and Northern Ireland Unionist parties, have become dominant features of British politics since 2010, and the hung parliament in June 2017. However, 1970s British political leaders created secret plans for all these scenarios. Using declassified files, this book provides new perspectives of the strategic response to minority government in the 1970s, reveals a previously unrecognized distinct British tradition of minority government that goes beyond established international practice, and shows how these antecedents might apply to minority government at Westminster in 2017. This study will be invaluable to all interested in minority government and British political history, from policymakers, students, and journalists to the general public. -- .

The gripping stories of ordinary Germans who lived through World War II, the Holocaust, and Cold War partition-but also recovery, reunification, and rehabilitation Broken Lives is a gripping account of the twentieth century as seen through the eyes of ordinary Germans who came of age under Hitler and whose lives were scarred and sometimes destroyed by what they saw and did. Drawing on six dozen memoirs by the generation of Germans born in the 1920s, Konrad Jarausch chronicles the unforgettable stories of people who not only lived through the Third Reich, World War II, the Holocaust, and Cold War partition, but also participated in Germany's astonishing postwar recovery, reunification, and rehabilitation. Written decades after the events, these testimonies, many of them unpublished, look back on the mistakes of young people caught up in the Nazi movement. In many, early enthusiasm turns to deep disillusionment as the price of complicity with a brutal dictatorship--fighting at the front, aerial bombardment at home, murder in the concentration camps-becomes clear. Bringing together the voices of men and women, perpetrators and victims, Broken Lives reveals the intimate human details of historical events and offers new insights about persistent questions. Why did so many Germans support Hitler through years of wartime sacrifice and Nazi inhumanity? How did they finally distance themselves from this racist dictatorship and come to embrace human rights? Jarausch argues that this generation's focus on its own suffering, often maligned by historians, ultimately led to a more critical understanding of national identity-one that helped transform Germany from a military aggressor into a pillar of European democracy. The result is a powerful account of the everyday experiences and troubling memories of average Germans who journeyed into, through, and out of the abyss of a dark century.
