A documentary, focusing on the human mismanagement in Mexico City and its deadly ramifications. A history of sloppy landfill, poor engineering, rapid urban growth with inadequate planning, and governmental arrogance have contributed needlessly to the devastation of disastrous earthquakes. The film ends by showing what steps have been taken to counter this, chiefly through community level activism which has gradually been laying a groundwork.
