In Imperfect Strangers, Salim Yaqub argues that the 1970s were a pivotal decade for U.S.-Arab relations, whether at the upper levels of diplomacy, in street-level interactions, or in the realm of the imagination. In those years, Americans and Arabs came to know each other as never before. With Western Europe's imperial legacy fading in the Middle East, American commerce and investment spread throughout the Arab world. The United States strengthened its strategic ties to some Arab states, even as it drew closer to Israel. Maneuvering Moscow to the sidelines, Washington placed itself at the center of Arab-Israeli diplomacy. Meanwhile, the rise of international terrorism, the Arab oil embargo and related increases in the price of oil, and expanding immigration from the Middle East forced Americans to pay closer attention to the Arab world. Yaqub combines insights from diplomatic, political, cultural, and immigration history to chronicle the activities of a wide array of American and Arab actors-political leaders, diplomats, warriors, activists, scholars, businesspeople, novelists, and others. He shows that growing interdependence raised hopes for a broad political accommodation between the two societies. Yet a series of disruptions in the second half of the decade thwarted such prospects. Arabs recoiled from a U.S.-brokered peace process that fortified Israel's occupation of Arab land. Americans grew increasingly resentful of Arab oil pressures, attitudes dovetailing with broader anti-Muslim sentiments aroused by the Iranian hostage crisis. At the same time, elements of the U.S. intelligentsia became more respectful of Arab perspectives as a newly assertive Arab American community emerged into political life. These patterns left a contradictory legacy of estrangement and accommodation that continued in later decades and remains with us today.

Just peace has been much talked about in everyday life, but it is less well researched by academics. The rationale of this book is therefore to probe what constitutes a just peace, both conceptually within the field of peacebuilding and empirically in the context of the EU as a peacebuilder in the Israeli-Palestinian conflict. The EU has used the term just peace in many of its most important declarations on the Israeli-Palestinian conflict throughout the years. Defining a just peace is about these declaratory efforts by the EU to articulate a common formula of a just peace in the conflict. Securing and building a just peace are about the EU's role in implementing this formula for a just peace in the conflict through the creation of a Palestinian state. As the EU enters its fifth decade of involvement in the conflict, there can be little doubt that in common with the rest of the international community it has failed in its efforts to establish a just peace between Israelis and Palestinians. While this is an inescapable overall conclusion from four decades of EC/EU peacebuilding in the conflict, it is, at the same time, possible to draw a number of other conclusions from this book. Most importantly, it argues that the EU is a major legitimizing power in the conflict and that it has kept the prospects of a two-state solution alive through its support for the Palestinian statebuilding process.

Track-Two Diplomacy toward an Israeli-Palestinian Solution, 1978-2014 is an important insider account of a crucial set of negotiations aimed at settling a seemingly endless conflict. It brings out many new details of negotiating sessions and internal policy and strategy debates, and it is especially insightful on the thirteen-year process that led to the September 1993 Oslo Accords. Signed on the White House lawn in the presence of Israeli prime minister Yitzhak Rabin and Palestine Liberation Organization chairman Yasser Arafat, the treaty was a landmark occasion followed shortly thereafter by the unraveling of the Israeli-Palestinian permanent status negotiations. On December 27, 2008, Israel launched a major military campaign dubbed "Operation Cast Lead" against the Palestinian Islamist militant group Hamas in the Gaza Strip in order to counter Palestinian rocket fire and more broadly, to significantly weaken all aspects of Hamas rule in Gaza. On January 3, 2009, Israel began a ground offensive into Gaza intended to eliminate Hamas's willingness or capacity to launch rockets at Israeli towns and cities. As of January 14, Israeli bombings and ground forces had reportedly killed over 1,000 Palestinians, while 13 Israelis had been killed by Palestinian rockets. Some Israeli observers have suggested that neither toppling the Hamas regime nor permanently ending all rocket attacks is a realistic goal. Nevertheless, by temporarily disabling Hamas's military capacity and slowing its rearmament, Israel could ease the frequency and intensity of Hamas attacks in the months ahead as it prepares to deploy new, more sophisticated anti-rocket defence systems. Bringing an end to the conflict and constructing a sustainable order in its aftermath are major challenges with implications for the Gaza Strip's population and infrastructure, Israel's security, and the future Palestinian polity, including the role of Hamas. This book considers the changing fortunes of the Palestinian movement, HAMAS, and the recent outcomes of Israeli strategies aimed against this group. Eight years after the second Palestinian uprising, the Oslo accords signed in 1993 seem to have failed. The reasons for the failure continue to fascinate students, politicians, researchers and policymakers alike.
