In 2004 the European Union was enlarged with ten new member states, eight of them previously communist states in Central and Eastern Europe. This enlargement was without precedent in the history of the Union and its predecessors. It is still to be seen how well the institutions as well as the citizens of the Union are able to cope with the consequences of this operation. The authors of this volume evaluate the effect of that enlargement on its legitimacy. They do so by assessing the effects of enlargement on the functioning of the process of political representation in the European Union and on the feelings of the European people towards the Union. This study is mainly based on data from the European Election Study 2004. This study made it for the first time possible to compare the attitudes and behaviour of citizens in the enlargement countries, in particular in Central and Eastern Europe, with their counterparts in the older member states. Some of the findings of this study are counterintuitive. In many respects the effects of enlargements are much smaller than often argued. The party systems of the new member states and the attitudes and behaviour of the voters of individual parties are very compatible with their counterparts in the older member states, making further European integration relatively easy. The same can be said about members of the European Parliament. On the other hand the mutual trust of the people in the older and new member states is extremely low and undermines the legitimacy of the enlarged Union.

Europe has not been so weak and divided for a long time. Buffeted by a succession of crises, it has shown a strong collective survival instinct but a poor capacity to deliver. In times when the tectonic plates are shifting and tension between global markets and national democracies is rising, can Europe hold together, under what termsand indeed for what purpose? The euro crisis has left big scars and is not over yet. Economic divergence has grown between and within countries, leading in turn to political fragmentation and the rise of populism. And growth remains slow, fragile, and uneven. Europe is in a bind: it is difficult to go forwards and scary to go backwards. In between, it is an unhappy and unstable state of affairs. Looking further afield, a more assertive Russia and an imploding neighbourhood may not even allow Europe the luxury to decline in grace. A convinced European and familiar with the world of Brussels, Loukas Tsoukalis is critical of the way Europe has handled its multiple crises in recent years. He addresses the key issues and difficult choices facing Europe today. Can Europe collectively manage globalization, combine growth with inclusive societies, and reconcile its apparent yearning for soft power with the often hard reality of the world outside? Individual countries cannot handle these challenges on their own. This volume argues that the crisis of the European Union is not merely a fiscal crisis but reveals and amplifies deeper flaws in the structure of the EU itself. It is a multidimensional crisis of the economic, legal and political cornerstones of European integration and marks the end of the technocratic mode of integration which has been dominant since the 1950s. The EU has a weak political and administrative centre, relies excessively on governance by law, is challenged by increasing heterogeneity and displays increasingly interlocked levels of government. During the crisis, it has become more and more asymmetrical and has intervened massively in domestic economic and legal systems. A team of economists, lawyers, philosophers and political scientists analyze these deeper dimensions of the European crisis from a broader theoretical perspective with a view towards contributing to a better understanding and shaping the trajectory of the EU.

Does European integration contribute to, or even accelerate, the erosion of intra-party democracy? This book analyses the impact of European Union (EU) membership on power dynamics, focusing on the British Labour Party, the French Socialist Party (PS), and the German Social Democratic Party (SPD). Utilising a principal-agent framework, it investigates who within the parties determines EU policies and selects EU specialists. Drawing on original interviews with EU experts from Labour, the PS, the SPD and the Party of European Socialists (PES), as well as an e-mail questionnaire, this book reveals that European policy has remained in the hands of the party leadership. The study also suggests that the party grassroots are interested in the EU, but that interest rarely translates into influence. As regards the selection of EU specialists, this book highlights that the parties' processes are highly political, often informal, and in some cases, undemocratic.

Copublished with the Vidal Sassoon International Center for the Study of Antisemitism, this study asks if the European Union (EU) has the capacity or the will to counter antisemitism. The desire to counter antisemitism was a significant impetus toward the formation of the EU in the twentieth century and now prejudice against Jews threatens to subvert that goal in the twenty-first. The European Union, Antisemitism, and the Politics of Denial offers an overview of the circumstances that obliged European political institutions to take action against antisemitism and considers the effectiveness of these interventions by considering two seemingly dissimilar EU states, Austria and Sweden. This examination of the European Union's strategy for countering antisemitism discloses escalating prejudice within the EU in the aftermath of 9/11. R. Amy Elman contends that Europe's political actors have responded to the challenge and provocation of antisemitism with only sporadic rhetoric and inconsistent commitment; this halfhearted strategy for countering anti-Semitism exacerbates skepticism toward EU institutions and their commitment to equality and justice. This exposition of the insipid character of the EU's response simultaneously suggests alternatives that might mitigate the subtle and potentially devastating creep of antisemitism in Europe. The author offers a new approach insofar as scholarly considerations of the EU's attempts to combat racism rarely focus on antisemitism, while scholarship on antisemitism rarely considers the political context of the European Union.

Constantine Arvanitopoulos and Konstantina E. Botsiou Europe at a Crossroads European uni?cation has rested on a dual premise. One part was the effort of the European nations to consolidate peace by overcoming the nationalism which had 1 twice drenched the continent in blood in the 20th century. War among West European states became unthinkable in the post-war era.
