The Dutch East Indies Red Cross (NIRK) took action in 1873 when the Aceh War broke out, which lasted several decades. In this war the organization's neutrality was tested, but it turned out not to be an issue. Neutrality was a concept for European wars between "civilized" countries, not applicable in colonial wars. As a consequence, aid was tailored to the needs of the Dutch East Indian Army. This also showed itself in a statutory change making aid not only possible during "war"' but also in case of "uprising." After the war ended several decades of "peace"-if peace is a proper term in colonial circumstances-followed. They were used to be prepared in case of an attack by a foreign enemy. For this "peace-work, " societal work of the Red Cross, was deemed important. This means that it was not an aim in itself, but seen as practice for the war task. It also had to avoid the Red Cross becoming invisible and lose popularity, for only with enough (wo)men active the war task could be fulfilled. When war came, preparation turned out to have been in vain. Japan quickly conquered the archipelago. It forbade the organization only making use of some local branches when this came in handy. However, it proved not to be the end of the NIRK. When after the war independence was declared by Indonesian nationalists, the Netherlands send an army "to restore law and order." In the war that followed, Red Cross-work became part of military carrot-and-stick strategy, trying to get the population back on Dutch side, and hoping that patients would inform the doctor with military information. The Red Cross not only had a humanitarian but a national task to fulfill.

The proportion of wartime soldiers dying of disease as against combat injury, ran at about 70-75 percent in armies campaigning in Europe in the century and a half (1648-1789) between the end of the Thirty Years War and the French Revolution. During this time, field armies doubled in size and regimes usually fought for limited territorial gains, so it was safest to `occupy, entrench, and wait'. Consequently, this was an era of massive and protracted encampments: the Christian army that sat down before Belgrade in 1717 had more mouths than any city within 500 miles, but lacked basic urban amenities like regular markets, wells, privy pits, and night soil collectors. Yet the impact of sickness on military operations has been neglected. This study uncovers how many soldiers sickened and died by consulting quantitative data, such as casualty returns and hospital registers, generated by the new state-contract armies which displaced the mercenary hordes of the Thirty Years' War. As plague began to recede from Europe, this study explains what exactly were these `fluxes and fevers' that remained to afflict European armies in wartime and argues that they formed a single seasonal continuum that peaked in late summer. The isolation and incarceration of the military hospital characterized the response of the new armies to `disorder' and to revivified notions of contagion. However, the hospital often prolonged the late summer morbidity/mortality spike into mid-winter by generating `hospital fever' or typhus, the lice-borne disease that erupted whenever the cold, wet, hungry, transient, and unwashed huddled together. The cure was the disease. This scope of the study includes French army operations in some of its contiguous campaigning theatres, north Italy (1702 and 1734), the Rhineland (1734), Roussillon (1674), possibly Catalonia (1693), and, further afield, Bohemia (1742). The study also includes three case-studies involving the British army that include Ireland (1689), Portugal (1762), Dutch Brabant (1748), and the Rhineland (1743). The outliers are studies of Habsburg operations in and around Belgrade (1717 and 1737), and Russian operations in Crimea (1736).

In The Sexual Economy of War, Andrew Byers argues that in the early twentieth century, concerns about unregulated sexuality affected every aspect of how the US Army conducted military operations. Far from being an exercise marginal to the institution and its scope of operations, governing sexuality was, in fact, integral to the military experience during a time of two global conflicts and numerous other army deployments. In this revealing study, Byers shows that none of the issues related to current debates about gender, sex, and the military-the inclusion of LGBTQ soldiers, sexual harassment and violence, the integration of women-is new at all. Framing the American story within an international context, he looks at case studies from the continental United States, Hawaii, the Philippines, France, and Germany. Drawing on internal army policy documents, soldiers' personal papers, and disciplinary records used in criminal investigations, The Sexual Economy of War illuminates how the US Army used official policy, legal enforcement, indoctrination, and military culture to govern wayward sexual behaviors. Such regulation, and its active opposition, leads Byers to conclude that the tension between organizational control and individual agency has deep and tangled historical roots.

Battle-Scarred investigates the human costs of the British Civil Wars. Through a series of varied case studies it examines the wartime experience of disease, burial, surgery and wounds, medicine, hospitals, trauma, military welfare, widowhood, desertion, imprisonment and charitable endeavour. These issues demand our attention because the percentage population loss in these conflicts was far higher than during the two World Wars, rendering the Civil Wars arguably the most unsettling experience the British peoples have ever undergone. When the Tuskegee Veteran's Hospital opened in 1923, many in the Veteran's Bureau believed black physicians and nurses were not competent to staff the facility. With the exception of nurses' aides, orderlies, attendants and laborers, hospital personnel would be white. Recruiting and training black medical professionals was difficult given the obstacles facing blacks in obtaining education in medicine and gaining acceptance in the field. The history of the TVH reflects the struggle for racial equality in the United States. This book describes the effort to integrate the hospital and follows the careers of the small group of well trained, dedicated physicians who played significant roles in the hospital's development as a treatment center for black veterans. The hospital's contributions to research and medicine are documented, along with its involvement in one of the biggest scandals in medical research-the Tuskegee syphilis study.

A Different Face of War is a riveting account of one American officer in the Medical Service Corps during the early years of the Vietnam War. Assigned as the senior medical advisor to the Army of the Republic of Vietnam in I Corps, an area close to the DMZ, James G. Van Straten traveled extensively and interacted with military officers and non-commissioned officers, peasant-class farmers, Buddhist bonzes, shopkeepers, scribes, physicians, nurses, the mentally ill, and even political operatives. He sent his wife daily letters from July 1966 through June 1967, describing in impressive detail his experiences, and those letters became the primary source for his memoir. The author describes with great clarity and poignancy the anguish among the survivors when an American cargo plane in bad weather lands short of the Da Nang Air Base runway on Christmas Eve and crashes into a Vietnamese coastal village, killing more than 100 people and destroying their village; the heart-wrenching pleadings of a teenage girl that her shrapnel-ravaged leg not be amputated; and the anger of an American helicopter pilot who made repeated trips into a hot landing zone to evacuate the wounded, only to have the Vietnamese insist that the dead be given a higher priority.

Because of their enormous size, elephants have long been irresistible for kings as symbols of their eminence. In early civilizations - such as Egypt, Mesopotamia, the Indus Civilization, and China - kings used elephants for royal sacrifice, spectacular hunts, public display of live captives, or the conspicuous consumption of ivory - all of them tending toward the elephant's extinction. The kings of India, however, as Thomas R Trautmann shows in this study, found a use for elephants that actually helped preserve their habitat and numbers in the wild: war. Trautmann traces the history of the war elephant in India and the spread of the institution to the West - where elephants took part in some of the greatest wars of antiquity - and Southeast Asia (but not China, significantly), a history that spans 3,000 years and a considerable part of the globe, from Spain to Java. He shows that because elephants eat such massive quantities of food, it was uneconomic to raise them from birth. Rather, in a unique form of domestication, Indian kings captured wild adults and trained them, one by one, through millennia. Kings were thus compelled to protect wild elephants from hunters and elephant forests from being cut down. By taking a wide-angle view of human-elephant relations, Trautmann throws into relief the structure of India's environmental history and the reasons for the persistence of wild elephants in its forests.

In recent years, the number of U.S. service members treated for psychological health conditions has increased substantially. In particular, at least two psychological health conditions -- posttraumatic stress disorder (PTSD) and major depressive disorder (MDD) -- have become more common, with prevalence estimates up to 20 percent for PTSD and 37 percent for MDD. Delivering quality care to service members with these conditions is a high-priority goal for the military health system (MHS). Meeting this goal requires understanding the extent to which the care the MHS provides is consistent with evidence-based clinical practice guidelines and its own standards for quality. To better understand these issues, RAND Corporation researchers developed a framework to identify and classify a set of measures for monitoring the quality of care provided by the MHS for PTSD and MDD. The goal of this project was to identify, develop, and describe a set of candidate quality measures to assess care for PTSD and MDD. To accomplish this goal, the authors performed two tasks: (1) developed a conceptual framework for assessing the quality of care for psychological health conditions and (2) identified a candidate set of measures for monitoring, assessing, and improving the quality of care for PTSD and MDD. This document describes their research approach and the candidate measure sets for PTSD and MDD that they identified. The current task did not include implementation planning but provides the foundation for future RAND work to pilot a subset of these measures.

In Nursing Civil Rights, Charissa J. Threat investigates the parallel battles against occupational segregation by African American women and white men in the U.S. Army. As Threat reveals, both groups viewed their circumstances with the Army Nurse Corps as a civil rights matter. Each conducted separate integration campaigns to end the discrimination they suffered. Yet their stories defy the narrative that civil rights struggles inevitably arced toward social justice. Threat tells how progressive elements in the campaigns did indeed break down barriers in both military and civilian nursing. At the same time, she follows conservative threads to portray how some of the women who succeeded as agents of change became defenders of exclusionary practices when men sought military nursing careers. The ironic result was a struggle that simultaneously confronted and reaffirmed the social hierarchies that nurtured discrimination.

This book examines the work that nurses of many differing nations undertook during the Crimean War, the Boer War, the Spanish Civil War, both World Wars and the Korean War. It makes an excellent and timely contribution to the growing discipline of nursing wartime work. In its exploration of multiple nursing roles during the wars, it considers the responsiveness of nursing work, as crisis scenarios gave rise to improvisation and the - sometimes quite dramatic - breaking of practice boundaries. The originality of the text lies not only in the breadth of wartime practices considered, but also the international scope of both the contributors and the nurses they consider.
